DESCRIPTION

The Respiratory Care Manager manages respiratory care supervisors and / or staff to achieve patient treatment objectives. Monitors patient diagnostic evaluations, progress, and treatment plans to ensure quality clinical services. Independently resolves compliance issues within the latitude of Respiratory function guidelines and policies.

Spends the majority of the time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.

Key Responsibilities:Accountable for managing operations; Ensures patient care quality and timeliness standards are met; Monitors administration of fiscal, material, and human resources. Oversees daily operations to ensure consistency in patient assessment and treatment and effective collaborations across medical staff. Participates in developing the strategic plan and manages the implementation; evaluates the effectiveness of meeting program goals. Monitors annual operative budget, administering fiscal, material, and human resources and ensuring supplies are used appropriately and available. Identifies ways to increase efficiency and reduce resources. Oversees and ensures that patient care plans meet best practices and Respiratory program policies and procedures. Defines protocols and guidelines for maintaining registry and clinical databases; Analyzes reports and provides guidance to supervisors to follow up with their direct reports.

The Manager is responsible for incorporating the hospital's mission and values into our service delivery in the outpatient setting and continually developing new practices for inspiring and motivating a high-performing team. The Clinical Manager must balance budget responsibilities while providing the highest quality compassionate care.

Represents Respiratory division on initiatives to improve patient satisfaction levels and quality of treatment. Partners with managers of medical, nursing and other staff to implement procedures for coordination of respiratory care. Recommends changes in staffing, oversees recruiting and onboarding. Updates job descriptions and career series to maintain accuracy. Promotes professional growth for Respiratory staff, mentoring emerging leaders to smooth the transition from clinical roles to formal leadership roles. Educates on the business side of healthcare, while maintaining the care side. Develops a strong culture of teamwork to ensure the quality of daily operations, effective interdepartmental collaborations, and the timely achievement of objectives. Works with clinical educators and leadership to develop and evaluate core competencies in respiratory care; Other duties as assigned.

MINIMUM QUALIFICATIONS
  • Eleven (11) years of related experience, education/training, OR a Bachelor's Degree in related area plus seven (7) years of related experience/training
  • Licensed Respiratory Care Practitioner in the state of California.
  • Knowledge of chronic respiratory diseases and applied background in a functional area of clinical respiratory care. Demonstrated ability to apply knowledge in an acute care setting to improve program operations.
  • Knowledge of medical center, HR and UC policies and processes, relevant cardiopulmonary industry federal, state and local laws and regulations. Ability to apply policy knowledge to suggest improvements to patient care compliance risks and regulatory issues.
  • Working knowledge of human resources management practices and policies. Leadership skills to motivate, coach and resolve conflict.
  • Ability to effectively manage multiple priorities in a complex, challenging environment.
  • Ability to organize department operations in an efficient and effective manner while maintaining clinical standards and compliance. Suggests improvements to processes, procedures, and systems.
  • Ability to collaborate within and across departments to coordinate daily program activities and resolve problems.
  • Interpersonal skills to maintain professional relationships with peers, patients, physicians, nurses, multidisciplinary team members, senior management, and assigned staff.
  • Analytical abilities and problem solving skills to evaluate complex issues and identify options for resolution.
  • Verbal and written communication skills to effectively communicate through all mediums and with all groups.
  • Advanced user of clinical information systems. Knowledge of available information technology software in the field.
PREFERRED QUALIFICATIONS
  • Advanced Degree.
  • Clinical specialty certification.
  • Three (3) years experience in a leadership role, supervisor role or manager role.

Pay Transparency Act

Annual Full Pay Range: $116,000 - $224,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $55.56 - $107.38

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
