Why does the job exist?

Purpose of the Position: Serve as the facility's Safety Officer in all areas of safety management of the facility, NFPA Life Safety, fire suppression systems and fire code, and OSHA compliance regulations, and risk reduction and management.

Protects the facility reputation: Effective risk management proactively shields your facility from incidents that could harm the resident or the facility.

Encourages innovation and growth: Risk management inst just about avoiding negative outcomes. It also fosters an environment where calculated risks can lead to innovation and growth.

Enhances Decision-making: By analyzing risks likelihood and impact, facility make informed decisions to navigate challenges effectively.

How does it get done?

Annual review of facility Fire Plan and Emergency Operation Plan. Oversee and audit the radio communication equipment for NMVH staff. Oversee the facility security camera system and door security systems. Conducts regular fire drills as per NFPA 101 2012. Conducts annual active shooter drills (tabletop exercises). Conducts emergency response drills annually (tabletop exercises). Conducts and develops trainings with staff on personal safety and safety awareness on the job. Establishes regular review of facility Hazard Communication Program in keeping with state, federal health care rules and regulations, agency policies and procedures and Life Safety Code. ICRA support for projects including construction, large repair, and any work impact to residents. Ensure a safe environment for residents, staff, and visitors by completing daily inspection rounds of the facility, and walk-throughs aka rounding with Administration and medical team as requested. Maintain, inspect safety equipment, and maintain service agreements with qualified contractors for all fire suppression sprinklers systems, fire pump, fire alarm systems, fire extinguishers, kitchen hood suppression system, fire and smoke dampers, and fire hydrants. Supervises the facility Investigator and Worker Compensation Coordinator. Responsible for the monthly safety meeting with all required staff. Ensuring all staff and volunteers are up to date on any new regulations or rules. Risk Assessment, this includes evaluating potential risks quantitatively and qualitatively to prioritize management strategies. Policy Development, this includes designing and implementing risk management policies and ensuring compliance with protocols. Monitoring and Analysis, this includes overseeing risk management programs and analyzing their effectiveness.

The primary customer are the brave men and women that answered our nations call, executed their duties and now are unable to live in their respective communities due to failing health. This job will also support the widows of the service men and women to include parents that have lost children in combat (Gold Star Parents)

Ideal Candidate

Knowledge of the NFPA Life Safety Code, ICC Fire and Buildings Code, Knowledge OSHA Regulations and ADA Requirements, Knowledge of State of New Mexico Health Regulations, Knowledge of Facility Hazard Communication Programs, Active Shooter drills, Fire, emergency Response Knowledge, Experience with Policy and Procedures, Experience with Life Safety Surveys, Maintain State and Federal Licensing and Certification, Experience in presenting trainings to staff.

Minimum Qualification

Associate's Degree in Occupational Health, Safety or a related field such as Industrial Safety, Engineering, Biology or Chemistry and two (2) years of experience in a risk management or a safety related field (e.g., loss control, safety and Worker's Compensation case management activities and / or workplace inspections.) Employment Requirements

Employment is subject to criminal background check pursuant to New Mexico Caregivers Criminal Screening Act, (Sections 29-17-2 through 29-17-5 NMSA 1978 and 7.1.9.1 through 7.1.9.11 NMAC) and is conditional pending results.

Must possess and maintain a valid driver's license.

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Successful completion of the Health Insurance Portability and Accountability Act (HIPAA) training.

Must sign and observe confidentiality agreement.

Must be able to read, write, speak, and comprehend the English language.

Occasional travel for training & meetings and driving a State of NM owned motor vehicle may be required; Working hours may include weekends, holidays, overtime, and callback hours. Essential functions of the job and specific physical ability requirements will be available at the time of interview or may be obtained at the New Mexico Veterans' Home Human Resources office.

Working Conditions

Work is performed in an office setting within a long-term facility with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Walking throughout the facility and frequent communication and interaction with residents, staff, and the public. Periods of walking, standing, bending pushing, pulling, lifting, and stretching for a variety of activities may be required. Must be able to function under pressure and stressful situations Health hazards such as exposure to contagious viruses and diseases. May also include routine exposure to public, fellow employees, and facility resident illness, stressful situation, and bodily fluids, as well as exposure to physical and/or verbal abuse. Occasional travel for training & meetings and driving a State of NM owned motor vehicle may be required; some lifting; extended hours to meet deadlines will be required. Working hours may include on-call, nights, weekends, holidays, overtime, and callback hours.
