General Description

The Railroad Commission of Texas is seeking an Administrative Assistant in the Office of General Counsel-Legal Enforcement Section. This position provides fundamental administrative support for the Legal Enforcement Section: answers phone for section, creates documents, files, and reports for the collection of and dissemination of information, develops and maintains filing systems, and executes internal administrative support work. Work involves creating enforcement files, entering data, collecting and allocating money received, copying, maintaining supplies, quality control, secretarial work for Deputy General Counsel, assist Enforcement attorneys and Legal Assistants with filing, research, typing, and mailing. Works under supervision of Deputy General Counsel and as team member with entire Legal Enforcement Staff.

Job Duties

  • Manage records related to Commission Enforcement cases;
  • Creating, organizing, and closing enforcement, bankruptcy and reimbursement dockets;
  • Receive and allocate settlement payments;
  • Perform data entry recording payments and milestones in docketed cases;
  • Organize and maintain records, compile reports, timely respond to Commission attorneys and OAG requests with accurate information;
  • Typing, filing and research for Deputy General Counsel, attorneys and legal assistants;
  • Operate Salesforce and MS Office Suite applications, particularly Word, Outlook, and Excel;
  • Answering phones, retrieving and sorting mail, and compiling and copying documents for physical mail outs;
  • May be required to stand for long periods of time while making copies and performing filing tasks;
  • Research, draft documents, proofread, communicate clearly orally and in writing;
  • Greet and direct visitors to the appropriate staff, perform computer research as assigned, prepare certain recurring reports, maintain various files (memoranda, T-Bars, section e-mail, correspondence, etc.) in a readily accessible form,
  • Must have physical ability to lift boxes up to 20 lbs. effective verbal, written, and telecommunication skills, ability to handle multiple tasks; and
  • Performs other duties as assigned.


Work Environment

Primarily indoors with heating and cooling regulated in general office environment; the noise level in the work environment ranges from low-to-moderate.

Qualifications:

Minimum Qualifications

  • Graduation from High School or GED;
  • Two or more years related professional administrative experience;
  • Ability to prioritize work assignments, to prepare accurate and grammatically correct written documents, to organize and index files;
  • Proficiency with MS Office Suite, particularly Word, Outlook, and Excel; familiarity with other computer functions; and
  • Effective communication and teamwork skills.
  • Must be willing to work 8:00AM-5:00PM Monday through Friday.
  • Experience and education may substitute for each other on a year-for-year basis.


Preferred Qualifications

  • Experience implementing or using an automated docket management system;
  • Familiarity with oil and gas operations and regulations;
  • Knowledge of federal and state statutes, rules, and regulations involving the Administrative Procedure Act, Texas Natural Resources Code, and the Texas Administrative Code;
  • Familiarity with administrative proceedings;
  • Skill in attention to detail and in providing accurate information. Skill in operating standard office equipment.

  • Skill in identifying and compiling file information relevant to Commission Enforcement and Collection actions;

  • Proficient with Microsoft Office Suite and database systems; and

  • Ability to stoop, reach low and high, push and pull heavy file drawers and/or cart, and lift, carry and move up to 20 lbs.
  • Ability to maintain an initial set work schedule of 8:00AM-5:00PM Monday through Friday.


Physical Requirements:

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Ability to reach high and low; open, close and retrieve files from file cabinets as well as operate computer keyboard and appropriate office equipment.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
