The Critical Infrastructure Division of the Railroad Commission of Texas (RRC) seeks an experienced managerial

professional to perform highly complex (senior-level) managerial work administering the daily operations and activities of

the Division's Infrastructure Operations Section. Work involves establishing goals and objectives; developing guidelines;

procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating

and evaluating business unit activities; developing and evaluating budget requests; and monitoring budget expenditures.

Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and

independent judgment.

Essential Job Duties

Manages the activities, projects and programs of the division's Infrastructure Operations Section.

Leads the knowledge management and data analysis of the division's information technology databases.

Leads a team of data analysts to develop, distribute and maintain the division's critical infrastructure data.

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and

manages evaluation activities.

Confers with executive management to develop strategic plans and long and short-term goals for the department.

Develops and implements techniques for evaluating business function and unit activities.

Plans and develops a budget; evaluates budget requests; monitors budget expenditures; and makes adjustment as

necessary.

Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies

and procedures.

Prepares management and productivity reports; and reviews and approves documents and reports developed by

employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness;

identifies areas of needed change and makes recommendations to improve operations.

Provides technical expertise and guidance regarding questions related to the business function and unit.

May oversee the implementation of changes resulting from new legislation.

May oversee special investigations; program analyses; research studies; and internal audits.

Supervises the work of others.

Performs related work as assigned.

Must be able to work 8AM-5PM Monday-Friday, with occasional flexible schedule as required.

This position may require some travel.

Qualifications:

Minimum Qualifications

  • Graduation from an accredited four-year college or university with Bachelor's Degree or major coursework in Data

    Science, Business/Data Analytics, Computer Science, Geographic Information Systems, Accounting, Mathematics,

    Statistics, Econometrics, or a related field of study.
  • Three to five or more years of professional work experience, including personnel management, budgets and/or

    operations in a relevant business function, division, or department.
  • Experience in management of and working with complex Data Analysis/Analytics.
  • Working knowledge of Railroad Commission rules and procedures.
  • Post-graduate degree may substitute for experience on a year per year basis.
  • Must reside in Texas or be willing to relocate.
  • Valid Texas Driver's License and good driving record.


Relocation is not paid by RRC.

Preferred Qualifications

  • Experience developing and creating information technology products using State of Texas government databases.
  • Experience in State of Texas energy regulatory functions, weatherization, critical infrastructure, and natural gas supply

    chain for power generation.
  • Demonstrated leadership experience and ability to both develop and motivate direct reports.
  • Familiarity with Commission regulatory functions, rules, and procedures.
  • Experience as a lead or senior technology staff member implementing a major information technology application.


Knowledge, Skills and Abilities

Knowledge of local, state, and federal laws and regulations relevant to the Critical Infrastructure Division; and of the

principles and practices of public administration and management.

Skill in forming and maintaining relationships with Commission staff, industry, and other state/federal oversight agencies.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or

approaches to problems.

Skill in the use of computer and applicable software; skill in Office 365 and Data Visualizations software (Power BI).

Skill using geographical information systems and map-related software.

Skill in directing, planning the work of, supervising, and motivating others.

Advanced skill in analyzing and organizing information and devising solutions.

Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions

to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports.

Ability to manage business function, division, or department activities; and to supervise the work of others.

Ability to present and communicate effectively with clear, timely, and precise verbal and written expression within the

Commission and to the general public and regulated industry.

Ability to present technical material to a wide variety of audiences, including the regulated industry, state and federal

agencies, and Commissioners, and the general public.

Ability to work effectively on a team, both as a leader and as a member.

Ability to take initiative and work independently.

Ability to work 8AM-5PM Monday-Friday, with occasional flexible schedule as required.

Relocation is not paid by RRC.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
