General Description

The Railroad Commission of Texas seeks a Project Manager IV to perform highly advanced (senior-level) project management work in the Information Technology Services (ITS) Division. Major responsibilities include coordinating the planning initiation, and execution of projects at various levels of completion; monitoring the progress, budget, and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Ensures that deliverables and materials are produced and maintained in accordance with established processes and procedures, are of consistent quality, and use accepted project management methodologies. May direct, assign, and evaluate the work of project staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.

This role also includes coordination of work to meet agency goals and objectives as set forth by agency management. Works under limited supervision with latitude for the use of initiative and independent judgment. This position has also been approved for 100% telework

Job Duties

  • Perform responsibilities of leading software development resources through the implementation of IT systems in support of agency business. This includes new development and enhancement to existing agency systems primarily in the Salesforce platform.
  • Direct, develop, and evaluate projects using accepted project management methodologies.

    Initiates multi-agency or enterprise-level projects, obtains authorization and commitment, and demonstrates business need and project feasibility.
  • Managing outsourced service providers, including drafting project solicitations/scope of services; evaluating offers; drafting work orders; acquiring and tracking staff augmentation vendors; and managing overall project budgets.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
  • Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
  • Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
  • Develops and implements plans to communicate and explain project methodology and processes to interested groups and team members.
  • Develops outsourced contracts/solicitations and manages the procurement process.
  • Reviews and recommends proposals and bids to management.
  • Monitors and manages project cost to ensure project completion within budget.
  • Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.
  • Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
  • Proposes and manages risk to deliver the product on schedule, within budget while meeting customer requirements.
  • Compiles and distributes project information, status reports, and project budget expenditures.
  • Creates documentation procedures to capture and deal with changes in original project plan.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
  • May provide project status information to be presented before legislative and other interested groups.
  • May plan, assign, and/or supervise the work of others to include resource and performance management.
  • Performs related work as assigned.

Qualifications:

Minimum Qualifications

  • Bachelor's degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, business, or a related field.
  • 5 years Project Management experience which includes the preparation of project related documentation, planning & managing project activities, and the implementation of projects or maintenance activities.
  • 5+ years of experience planning and/or assessing resource needs for IT related strategic objectives including budgeting for and/or participating in
  • IT procurement activities and scheduling
  • A minimum of three (3) years must involve information technology programs.
  • Experience and education may be substituted on a year for year basis.


Preferred Qualifications

  • Experience in managing software implementations in the Salesforce platform.
  • Experience in project management theories and practices applicable to highly complex hardware and software projects; of systems and procedures used to evaluate a third-party vendor's performance; and of local, state, and federal laws and regulations relevant to the administration of the projects undertaken (for example, the Texas Project Delivery Framework and associated Texas law).
  • Experience in managing and supervising technical resources working in fast-paced environments; establishing resource's goals and objectives; exercising sound judgment in making critical decisions; analyzing complex information and developing plans to address identified issues.
  • Graduate degree (MBA, Masters in Computer Science, MS in Environmental related studies) or certified Project Management Professional (or similar professional IT certification).


Knowledge, Skills, and Abilities

  • Knowledge of project management theories and practices applicable to projects that are complex in scope; of systems and procedures used to evaluate a third-party vendor's performance; and of local, state, and federal laws and regulations relevant to the administration of the project undertaken.
  • Skill in project management monitoring, in addressing changes in scope or timing, and in operating computers and applicable software.

    Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to plan, assign, and/or supervise the work of others.
  • Ability to perform production support coordination which includes the following:
  • Assist/facilitate/coordinate with the IT technical team in resolving problems encountered by users, whether these require only quick fixes or major collaborative efforts across various departments.
  • Communicate well with customers, paying attention to their concerns and providing clear, regular updates for ongoing requests.
  • Handle technical issues from multiple customers at the same time, along with other responsibilities such as writing reports and facilitating prioritization and status meetings.
  • Knowledge of human resources management practices and methodologies.


Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
