Official Position Description:

In Business & Human Resource Office: develops, reviews, & implements health & safety policies & procedures. Develops, implements, & monitors District Safety Program, including annual Safety Plan, & serves as consultant to District Deputy Director, senior staff, County Administrators, & other District managers on safety & health issues. Advises District employees regarding industry & environmental health & safety issues, develops & expands safety programs & evaluates effectiveness for District. Conducts accident investigations to ensure safe work & vehicle operation practices have been followed. Determines fault &/or negligence of employee; recommends discipline &, if necessary, suspension of ODOT driving/operator privileges. &/or directly supervises staff (e.g. provides developmental opportunities, coaches staff to foster development, job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provide feedback, approves time off, etc.). Reviews & approves goals & objectives proposed by staff. Meets with staff to discuss/evaluate project priorities & progress towards short & long term goals. Utilize quality principles & initiatives as part of routine operations.

Conducts & documents all District health & safety training. Publishes annual training schedule for the District. Identifies employees for training in accordance with Federal & State regulations pertaining to health & safety. Maintains training records for each health & safety program. Ensures qualified instructors are assigned whenever training is scheduled. Attends training programs & seminars. Acts as liaison between ODOT & other agencies. Prepares & delivers speeches for the general public & private sector on health & safety. Serves on joint Labor-Management Safety Committee as requested. Oversees the emergency evacuation plan for the District & conducts periodic drills. Serves as the District hazardous waste safety liaison (e.g., coordinates with District Hazardous Waste Coordinator, the Office of Environmental Services, the office of Safety & Health &/or the Environmental Protection Agency on all safety matters pertaining to hazardous waste to ensure the overall safety & health of the District & adherence to all safety related statues, regulations, & policies.)

Reviews & coordinates Workers Compensation claims & paperwork on behalf of injured employees. Ensured timely submission to Central Office. Follows Worker's Compensation claim process to ensure the employee is accountable & returns to work in a timely manner. Assists all injured workers in filling out proper paperwork. Coordinates District Transitional Work Program (TWP)

Schedules & inspects vehicles, equipment, & buildings. Operates state vehicle to drive to inspection sites. Maintains written reports of inspections. Reviews traffic control set-up for proper safety practices. Corrects unsafe work practices & imminent danger situations. Approves all purchases for safety supplies & make recommendations for additional personal protective equipment. Reviews & maintains employee driving records including license & endorsement suspensions. Notifies supervisors of those employees who already have driving violations, revoked, or suspended licenses.

Qualifications

24 mos. exp. in fire safety, safety, health & building codes & laws & regulations pertaining to developmental centers & community facility operations (e.g., OSHA, Ohio Fire Code, Life Safety Code, Industrial Commission); 1 course in management or 3 mos. exp. in managerial or supervisory capacity; 1 course in statistics or 3 mos. exp. in application of statistical analysis; 1 course or 3 mos. exp. in public relations; 3 mos. trg. or 3 mos. exp. in interviewing principles & techniques or investigative procedures & techniques; 1 course or 3 mos. exp. in preparing & delivering on-job training or education presentations; valid driver's license.

-Or completion of undergraduate core program in business administration/management & human resources or management sciences; 1 course in statistics or 3 mos. exp. in application of statistical analysis; 1 course or 3 mos. exp. in public relations; 3 mos. trg. or 3 mos. exp. in interviewing principles & techniques or investigative procedures & techniques; 3 mos. supervisory exp.; 1 course or 3 mos. exp. in preparing & delivering on-job training or educational presentations; valid driver's license.
