Public Works Operations is seeking a highly motivated individual to oversee and perform departmental jobsite safety inspections and incident (accident/injury/cut lines) safety investigations, provide training, assist in mitigating hazardous materials incidents, and enforce applicable codes and regulations.

Responsibilities:
  • Oversee assigned staff and the department's safety training program including training records and certificates. Develop and conduct classroom and field safety training. Conduct New Hire Safety Orientation.
  • Assign and perform daily jobsite safety inspections. Assign and perform safety investigations for incidents (accidents/injuries/cut lines). Maintain records. Assemble data for maintenance and filing of OSHA and DOT reporting. Enter Worker's Compensation First Report of Injury. Track and provide statistics on Public Works employees on Worker's Compensation.
  • Oversee departmental Public Works Safety Review Board. Maintain records.
  • Conduct weekly safety meetings. Develop topics and maintain records.
  • Oversee and assist with city-wide hazardous materials spills (during and after work hours) in the right of way, verifying spills types and cleanup requirements. Oversee the maintenance of the non-hazardous materials temporary storage site at the Greenbrier Yard. Perform monthly OSHA yard inspections. Oversee the monitoring of fire extinguishers and eye wash stations.
  • Assist with safety response during inclement weather (24-hour operation) in the execution of snow removal, ice control, flood control and response, and hurricane response.
Requires comprehensive knowledge of the principles/practices related to construction/industrial safety; knowledge of Federal/State laws & safety regulations; knowledge of the duties, responsibility & equipment used in municipal employment. Requires the ability to work outdoors in all weather. Ability to communicate effectively; ability to establish and maintain effective working relationships with other employees. Thorough knowledge of Microsoft Office software. Ability to assist in identification and containment of hazardous materials. Ability to set up safety work zone, direct traffic, & work with divisions. Thorough knowledge of Virginia Worker's Compensation rules and regulations. Some knowledge of Public Works' type injuries. Requires occasional availability after-hours.

Required Qualifications
VOCATIONAL / EDUCATIONAL REQUIREMENT : Requires a bachelor's degree or any equivalent combination of education and experience in occupational safety or a closely related field.

EXPERIENCE REQUIREMENT : In addition to satisfying the vocational/education standards, this class requires a minimum of four years of full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES : Requires a valid driver's license and a driving record that is in compliance with City Driving Standards . Certified Safety Professional ( CSP ) is preferred. Depending on operational needs, a Commercial Driver's License ( CDL ) Class B or higher may be required within 12 months of start date.

SPECIAL REQUIREMENTS : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferred Qualifications
Safety related training with some OSHA certifications preferred.
