Summary

This position is located in the Army National Guard (ARNG) JF-HQ, Aviation and Safety Office (Model A)/Safety and Occupational Health Office (Model B), Ground Safety Section located in Austin, TX. The purpose of this position is to provide guidance, recommendations and assistance to supervisors and employees regarding established safety methods and techniques.

CAT 2 - Currently employed T32/T5 full-time permanent, indefinite and temporary personnel of the Texas Guard or current members of the Texas National Guard. (In-state).

Duties

As a Safety Specialist with the Texas National Guard, your duties will include, but will not be limited to:
  • Plans and conducts periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage, warehouse, and equipment maintenance facilities, to determine compliance with OSHA standards. Posts notices of unsafe or unhealthy working conditions. Assigns risk assessment codes, and prepares abatement plans and time frames of elimination of hazards. Observes work methods and recommends to supervisors/managers corrective measures to eliminate unsafe work practices. Serves as a technical representative to State Safety Councils and Committees. (30%)
  • Ensures preparation of graphs, charts, and other informational materials pertaining to accident trends and other aspects of the safety programs. Maintains close liaison with federal, state, municipal, and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods. May coordinate utilization of laboratories, equipment and safety training materials and/or facilities. (20%)
  • Provides technical assistance in accident investigations. Participates in fatality investigations as a team member. Conducts comprehensive investigations in cases of fatal or multiple injury accidents to determine causes and procedures for eliminating a recurrence. Collects, reviews and ensures timely submission of all accident reports to the DA Safety Center and ARNG Safety Office. Codes DA Form 285. Evaluates and analyzes all pertinent accident data toisolate significant facts and trends (seasonal accidents, location of hazards, extent of injuries and property damage, etc.). Plans corrective actions and recommends specific measures to correct unfavorable accident trends. Prepares state safety standards for local implementation, writes regulations and prepares safety articles for state publications. Prepares SOPs pertaining to safety for special military training exercises and coordinates training and appointment of unit or organizational safety personnel. Conducts preliminary reviews of engineering plans for alteration or construction of buildings, structures, maintenance areas, machines or roadways to ensure integration of accident prevention principles (proper lighting, machine guards, ventilation, positioning of ground support equipment, proper placement of safety signs, markings, etc.).Provides technical guidance and direction to personnel involved in hazardous operations. Observes work areas and practices where dangerous conditions or operations exist. Develops safety checklists and distributes such to assist activities in conducting internal safety reviews. (20%)
  • Coordinates with and provides assistance in the material and Petroleum Activity and DOD Explosive Safety Board inspections. Coordinates hazardous material movement with the Department of Transportation (DOT). Investigates ARNG employee OSHA/Safety complaints with the Labor Relations Specialist or other HRO representatives. Classifies seriousness of complaint and determines abatement process and time frame. Surveys, inspects, certifies, and recertifies indoor/outdoor ranges. Processes renewal request for nonstandard range waivers. (15%)
  • Presents safety budget requirements with justifications to superiors in support of the statewide ARNG safety program. May oversee the work of one or two employees performing safety functions and perform duties such as, providing on the job training; informing subordinates of agency polices and programs; and identifying developmental and training needs of employees and recommending formal training. (15%)
  • Performs other duties as assigned.

Qualifications

To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:

Specialized Experience: At least 1 year equivalent to at least next lower grade level (GS-09) experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria.Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

A combination of successfully completed post-high school education and experience that may be used to meet total qualification requirements for the grade levels specified.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. Education and experience is computed by first determining total qualifying experience as a percentage of the experience required for the grade level; then determining education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grades GS-9 and GS-11.
