Job Summary

This is a standard position description for Sanitation Supervisor in the Solid waste Collection Division, Solid Waste Management Administration, Department of Public Works. The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive, and accessible. DPW's Solid Waste Management Administration performs a number of daily operations including trash and recycling collection, sanitation education and enforcement, graffiti removal, public litter can service, fall leaf collection, and street and alley cleaning.

Incumbent assigned to this position supervises work operations and functions that have at least two (2) and as many as seven (7) subordinate supervisors. The total number of non-supervisory employees for each of the incumbents of this position ranges from twelve (12) to over forty (40).

Duties and Responsibilities

Manges one of the programs, program segments, units, functions, or activities within one of the Branches in the Solid Waste Collection Division. Through subordinate supervisors, assures that the goals, objectives, and operational requirements within each of their respective programs, program segments or units within their respective branches are met. Incumbent is a full participant in the development of strategies for achieving operational goals and participates in branch-wide strategy development meetings. Formulates and modifies program, program segment or unit's program plans from an overall public health, environmental health perspective. Prepares and implements plans to integrate additional employees in the expanding operations of the program, program segment or unit and Branch.

Based on operational plans for each Branch and their respective programs, analyzes program and program segment progress and achievement reports, recommendations, and request from a variety of sources. Based on operational, functional and program expertise and knowledge assesses issues and problems and determines whether problems exist with the interpretation of regulations by citizens or whether problems exist with the execution of program operational requirements by subordinate supervisors. Develops performance measure and operational standards to achieve the goals and objectives of the program, program segment or unit. Incumbent through the use of historical data for each of their respective programs, the program segment of unit identifies trends and anticipated human and material resources, prepares productivity projections. On a regular basis prepares production reports and makes certain that the results are in line with the projections established.

Qualifications and Education

Applicants must possess work that primarily requires physical effort and ability to perform duties that involve work experience that has equipped the applicant with the knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position as listed below, and that is typically in or related to the position to be filled.

Licenses and Certifications

Must possess and maintain a valid Commercial Driver's License (CDL), Class A or B, throughout the tenure of this position.

Work Conditions/Environment

Incumbent works indoors and outdoors in all weather conditions and may be required to work in the evenings and on weekends. Incumbent is subject to traffic hazards when touring areas. Subject to dust, dirt, noise, fumes, and the hazards of working with refuse; also subject to danger from automobile traffic while walking or standing in streets.

Tour of Duty: Monday - Friday, 6:00am - 3:30pm

Collective Bargaining Unit: This position is not in the Collective Bargaining Unit

Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position has been designated as safety sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
