Job Description
SUMMARY DESCRIPTION:
Under direction of the principal, the school business administrator provides overall leadership and manages non-instructional activities in the high school related to budget, accounting, finance, and operations management. The position shall be responsible for the school's budget and financial functions in accordance with Board policy and regulations; responsible for facility maintenance and plant operations and oversees the daily operations of the high school, as well as the MCPS use of the facility, during and after school and on weekends. Serves as representative of MCPS in matters relating to community uses through ICB. Supervises the building services and cafeteria managers, school financial specialist, and others assigned by the principal. Collaborates with the school leadership team to effectively manage human resources; ensures the school derives maximum benefit from its financial and operational decisions. Contributes to the school's overall development as an active member of the school¿s Leadership and Administrative teams. Supports the school¿s environment by providing comprehensive and accurate financial information, as well as operational management efficiency to enhance the student learning experience.
CERTIFICATE LICENSE:
Association of School Business Officials (ASBO) certification desirable.
KNOWLEDGE, SKILLS, and ABILITIES:
Considerable knowledge of financial and operational principles, practices, and techniques of business administration, specifically in accounting, financial management, budgeting, operations, and human resources in the following areas: school plant operations, food services, maintenance, facility management (i.e. facilities planning, construction, energy and recycling, etc.) transportation, purchasing, and payroll. Knowledge of and the ability to interpret MCPS financial and operations policies, regulations, and procedures; demonstrated ability to administer and apply continuous improvement principles to automated business and student information systems. Demonstrated ability to supervise and evaluate managers and staff and implement the Supporting Services Professional Growth System (SSPGS). Excellent oral and written communications, problem solving, solution oriented, multi-tasking, human relation, and supervisory skills.
EDUCATION, TRAINING, and EXPERIENCE:
Bachelor¿s degree required from an accredited college or university. Preferred major in business administration, accounting, finance, real estate, public administration, or a related field which includes the following course work: 9 semester hours in accounting/finance and 18 semester hours in two or more of the following areas: economics, marketing, public policy, supply chain management, information technologies, and property management, etc. Master¿s degree with a major in business management and/or administration desirable. Three or more years of experience with budget management, finance administration, building operations, supervision of managers, in public schools or private sector is preferred. Other combination of courses may be considered in lieu of specified course work.
