Job Summary

The Office of School Safety is committed to cultivating an environment that values diversity, inclusion, equity, community and collaboration. The School Safety Area Manager leads our efforts to create school communities that are committed to equity and procedural justice. School Safety Area Managers provide guidance and support for the School Safety Officers (SSOs) to ensure the implementation of curative practices which may include diversion, restorative circles, and mentoring techniques to deter inappropriate behavior and assist in conflict resolution efforts in School District of Philadelphia facilities.

The School Safety Supervisor acts as a liaison between the District, community, youth advocacy groups and local law enforcement to positively engage students, promote in-school retention and reduce the student to prison pipeline. Additional evaluations are needed to document restorative practices training as well as determine the effectiveness of School Safety Officer deployment. T he School Safety Supervisor supervises the Patrol Operation used for prevention strategies and to investigate theft, vandalism, unauthorized access to restricted areas, disruptive and/or illegal actions.

Essential Functions
  • Oversees the SSO's in the implementation of restorative practices; ensures that restorative and trauma-informed practices are utilized.
  • Conducts morning and end of day briefings to disseminate pertinent information.
  • Plans, assigns and directs the work of School Safety Officers; develops and maintains the shift and vacation schedules and assignments for the deployment of School Safety Officers in order to effectively meet the needs of the Office of School Safety.
  • Responsible for the daily documentation of SSO attendance.
  • Clearly communicates expectations related to work performance,
  • Establishes and reinforces the disciplinary process with focus on correcting/improving job performance.
  • Directs School Safety Officers during crowd control while using various techniques to ensure the optimal deployment of assigned School Safety Officers.
  • Responds and investigates incidents or disturbances with efficiency, de-escalates any misconduct infractions that are deemed as inappropriate student behavior
  • Utilizes acquired data to identify problematic areas within the school community, serves as a liaison between the Schools and the Office of School Safety.
  • Establishes collaborative efforts to mitigate issues and provide solutions to promote the safety of students, staff and visitors.
  • Provides guidance to School Safety Officers in the operation of weapons detection equipment.
  • Participates in investigations of incidents that may include illicit or illegal activity; interviews persons within or near School District facilitates to obtain evidence and complies written reports upon completion of investigations.
  • Notifies School Safety Field Managers of all unusual or emergency situations.
  • Assesses the need for additional training of School Safety Officers on an on-going basis with the training division and measures the effectiveness of training programs by reevaluating work performance.
  • Reviews reports prepared by School Safety Officers; ensures the accurate reporting and recording of all information by School Safety Officers under his/her direct supervision.
  • Prepares performance evaluations for subordinate employees.
  • Works cooperatively with and under the supervision of the assigned site administrator and the Office of School Safety.
  • Implements and maintains best-practice security, emergency response, and school- based emergency preparedness strategies.
  • Works closely with the school administrator and/or designee to ensure security issues and incidents are handled effectively, with a particular focus on the physical and emotional wellbeing of students involved in traumatic situations.
  • Works in partnership with the school administrator and OSS supervisors to ensure that all officers assigned have an active understanding of de-escalation techniques and how to apply the skill sets effectively.
  • Facilitates, co-facilitates or support school administration and staff in restorative circles on campus, including Teacher-Student or Parent-Teacher/Staff circles; provides participants, parents, and appropriate staff with agreement/outcomes of the restorative processes.
  • Follows-up on all restorative meetings to ensure agreements are maintained.
  • Work with school leadership teams to collaborate and strengthen current practices.
  • Maintains an active file on each student receiving restorative justice service to facilitate the delivery of appropriate interventions and social services.
  • Works with school staff to analyze data to identify racial and other disparities, collaboratively works to develop improvement plans to interrupt disproportionate justice practices and other duties as assigned.
Minimum Requirements
  • High school diploma or equivalent.
  • Two years of full-time, paid experience currently employed as a School Safety Officer for the School District of Philadelphia .

OR
  • High school diploma or equivalent.
  • One year of full-time, paid experience currently employed as a School Safety Officer for the School District of Philadelphia

AND
  • Three years of full-time, paid experience in public safety with documented training in Restorative Justice Practices.

OR
  • High school diploma or equivalent.
  • Two years of full-time, paid experience, working for a public safety department in a supervisory role.

NOTE: An applicant who does not meet the minimum education or work experience requirements listed above may be considered if, at the sole discretion of the Talent Office, they have a unique combination of education and work experiences that indicates potential for success in this role.

Knowledge, Skills and Abilities

Demonstrated knowledge of:
  • The implementation of the policies and procedures established by the Office of School Safety to promote the safety and security of School District of Philadelphia programs and facilities.
  • The principles of the investigation of illegal or illicit activity and basic interviewing techniques.
  • The standard practices and procedures used in protecting school building and property while regulating the activities of the public.
  • The operation of electronic weapons detection equipment.
  • Supervisory methods and techniques of Crime Prevention Through Environmental Design (CPTED).
  • Implementing the Office of School Safety Diversion Strategy utilizing restorative justice processes within the school system.
  • Effective time management and task prioritization.
  • Basic computer skills i.e. Email, fax, scan, Microsoft Excel, Word and Outlook.


Demonstrated ability to :
  • Apply the standard practices and procedures used by the Office of School Safety in securing School District of Philadelphia buildings and property.
  • Apply the methods and techniques used by the School District of Philadelphia in managing individuals in a large public setting.
  • Apply the rules and regulations governing the School District of Philadelphia's security procedures.
  • Implement the School District of Philadelphia Emergency Management Plan.
  • Effectively respond to crisis situations.
  • Learn the standard requirements used by the School District of Philadelphia for investigating security breaches, weapons violations and reporting violations to the City's Police Department or Diversion Unit as deemed necessary.
  • Learn the legal polices of the School District of Philadelphia and the City of Philadelphia.
  • Supervise the daily activities of safety personnel providing guidance and direction as appropriate.
  • Facilitate difficult conversations with both youth and adults.
  • Work through conflict with co-workers and volunteers.
  • Develop and implement short/long range goals.
  • Analyze situations quickly and objectively and determine proper course of action to be taken.
  • Exercise discretion, tactfully manage situations with respect for the rights of others.
