About the State Energy Conservation Office

Working in the State Energy Conservation Office (SECO) is not your typical government job. If you want to work in a small office where you are involved in managing accounting work with a dynamic team and gain experience on energy efficiency grants and loans, this is the ideal position for you.

While we have many programs at SECO that help public entities in Texas reduce utility costs and maximize energy efficiency, this opportunity focuses on the U.S. Department of Energy's (DOE's) Investment and Infrastructure Act (IIJA), by leading cooperative efforts with DOE, state and local governments, school districts, and county hospitals to promote job creation associated with energy efficiency and renewable energy related technologies. The Accountant in the IIJA program performs advanced financial analysis work that includes, compiling, reviewing, and reconciling financial data, preparing federal financial reports, and responding to inquiries on IIJA contracts and loans. In addition, this position maintains, manages, and reconciles various State and federal systems such as the Centralized Accounting and Payroll/Personnel System (CAPPS), the Uniform Statewide Accounting System (USAS), and the Automated Standard Application for Payments (ASAP).

We are looking for someone with: (1) great attention to detail with State accounting experience managing federal grants to include cash management, monitoring budgets, claim voucher review, financial reconciliations, and federal financial reporting; (2) excellent communications skills to work with internal staff (such as contract managers, budget, accounting) and external customers; and (3) a positive attitude to work through challenges and find solutions. Qualifications:

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor's degree
  • Four (4) Full-Time years of experience in government contracting and/or accounting
  • Experience using the Uniform Statewide Accounting System (USAS) and the Centralized Accounting, Payroll/Personnel System (CAPPS) and Texas Identification Number System (TINS), as well as Microsoft Office Excel and Word to reconcile and create monthly, quarterly and annual reports.


Preferred Qualifications

  • Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, finance, accounting, or a related field.
  • Detail-oriented and hands-on accounting experience managing federal grants to include applications, financial reporting, cash management and closeout.
  • Excellent communications skills as this position will be coordinating with contract managers, borrowers and other division representatives within the agency.
  • Experience using specialized software to include an in-house designed grants management system such as NetSuite and Salesforce.
  • Experience utilizing various federal systems such as FedConnect and the Automated Standard Application for Payments (ASAP) to perform duties.
  • State of Texas accounting experience with payroll, cash management, invoices and federal reporting.


Required Licenses:

  • A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months, A valid Texas driver's license (or state of residency driver's license), and current proof of automobile insurance.


In this role you will

  • Maintains and manages financial database records for SECO programs, to include both state and federal funding sources.
  • Navigates the Centralized Accounting and Payroll/Personnel System (CAPPS), the Uniform Statewide Accounting System (USAS) and the SECO internal contract management system to research and reconcile agency accounting and budget transactions.
  • Manages daily, weekly, and monthly activities needed to maintain the integrity of agency funds, including the request and deposit of federal draws and the recording of loan receipts and deposits.
  • Prepares and monitors budgets for use by internal and external stakeholders as required.
  • Utilizes various systems such as the Texas Identification Number System (TINS), FedConnect, and the Automated Standard Application for Payments (ASAP) to perform duties.
  • Reviews financial components of all contracts, contract amendments, purchase orders, and budget transfers for correct coding and the availability of funds.
  • Coordinates with contract managers to ensure vendor information and claims details are complete, and vouchers are processed in a timely manner.
  • Serves as final approver on all vendor claims, certifying their accuracy and completeness and the availability of funds for payment.
  • Prepares and submits federal and state financial reports on a quarterly and annual basis, utilizing federal and state reporting systems as required.
  • Reconciles between USAS, CAPPS and the SECO internal contract management system on a monthly, quarterly, and annual basis for financial reporting and cash management.
  • Prepares loan repayment schedules and coordinates with borrowers.
