Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a SECURITY SPECIALIST (TITLE 5), Position Description Number T6008000 and is part of the FL 125th FW, National Guard. This position is located within the Fighter Wing/Advanced Program Office.

Duties

As a Security Specialist, GS-0080-11, you will implement and administer the SAP information security program. Serve as a security professional for the development, testing, fielding, and protection of advanced and special access program technologies. Research, interpret, analyze and apply security guidelines from various sources for local application. Develop and implement security plans and procedures such as standard operating procedures, system security, program test, treaty preparation, deployment, and operations security (OPSEC) for personnel and facilities that support advanced or special programs and sensitive compartmented information (SCI) material. Conduct and document regular self-inspections of SAP facilities and operations. Assess the SAP security posture and set goals and courses of action to correct deficiencies. May maintain Top Secret control accounts and strict accountability of all accountable material. Lead or perform security investigations for incidents involving the actual or possible loss, compromise, or inadvertent disclosure of classified information. Perform technical reviews of incident reports and recommend appropriate corrective actions to the commander and higher headquarters. Assist in developing security classification guide for various technologies. Establish procedures for document marking, safeguarding, and use, personnel access controls, need to know criteria, physical storage and control, and transmitting, transferring, reproducing, downgrading, and destroying information. Provide security oversight and direction to lower grade program managers within organizational facilities specifically designated for advanced or special programs. Draft specialized additions/modifications to security education programs to provide special access requirements as they pertain to classified couriers, foreign travel briefings, and defensive security briefs.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Security Specialist. Must upload your most recent SF 50 (e.g. General Adjustment) to be considered.

PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard."

NOTE: Must successfully complete all Department of Defense Security Fundamentals Professional Certification (SFPC) and Special Program Security Certification (SPSC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.

NOTE: Must have a Top Secret clearance prior to appointment, and must be eligible to obtain and maintain SCI identifier.

SPECIALIZED EXPERIENCE: GS-11 Must have at least one year experience at the GS-09 level in the normal line of progression through federal service or equivalent experience in the private or public sector; experience in research and analysis reports on physical, information, computer, and personnel security; experience in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions; experience implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources; experience which demonstrates knowledge as a technical specialist on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
