THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SECURITY SPECIALIST (FORCE PROTECTION/ANTI-TERRORISM) TITLE 32, Position Description Number D1692P01 and is part of the IL 183 WG, National Guard.

Duties

As a SECURITY SPECIALIST (FORCE PROTECTION/ANTI-TERRORISM) TITLE 32, GS-0080-11, you will serve as the installation/wing security specialist for force protection and anti-terrorism (FP/AT) and related physical and operations security and issues, managing assigned program areas, and implementing force protection policy, projects and studies.

Major Duties - This is NOT an all-inclusive list:
  • Serve as the Wing/Base/Installation ASUS Commander authority and expert on all matters involving anti-terrorism and force protection requirements, policy, procedures, and program statues.
  • Conduct the vulnerabilities assessment or other force protection surveys to identify specific vulnerabilities of an installation.
  • Ensure issues and initiatives, which conflict with security requirements, are identified and resolved in a prompt and efficient manner.
  • Stay current to effectively apply pertinent security and force protection policies, directives, and practices.
  • Provide recommendations, briefings, updates, and staff studies across a broad range of security specialties to influence installation ASUS-level decision making and policy development.
  • Review and track reports and other data produced by the CVAMP. Ensures the ASUS's force protection program activities are effectively coordinated and integrated within the installation and with other involved activities.
  • Interpret often broad, non-specific higher headquarters' directives for ASUS applicability and implementation.
  • Determine the need for, organize, and conduct meetings, conferences, and workshops at the ASUS installation, wing, or subordinate unit level to discuss and resolve specific force protection issues or problems, or highlight new security policies, procedures, and requirements.
  • Responsible for the overall implementation, oversight, and centralized control of the coordinated force protection and anti-terrorism program for the Wing/Base/Installation.
  • Plan, conduct, direct the conduct of, or coordinate on security site studies, projects, assessments, and surveys of the installation ASUS in relationship to and force protection and anti-terrorism activates.
  • Analyze data to identify physical and operations security or compliance or noncompliance, vulnerabilities, trends, strengths, and benchmarks.
  • Determine, formulate, coordinate, and implement specific ASUS wing guidance and actions to correct security deficiencies, overcome vague or competing requirements, promote the growth of sound security procedures, and justify major fiscal expenditures and procurement of needed security aids and equipment, manpower and infrastructure.

  • This is an excepted service position that requires membership in the Illinois National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Must be able to obtain Secret Clearance to start and gain Top Secret Clearance within a year.
  • May be required to successfully complete a probationary period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain the required security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Enlisted - not to exceed rank of SMSgt.

Must be able to obtain Secret Clearance to start and gain Top Secret Clearance within a year.

GENERAL EXPERIENCE: MUST - possess the experience, education or training in collecting and analyzing data effectively, efficiently, and accurately; ability to apply procedures and directives by reading and interpreting technical material; ability to communicate clearly and effectively orally and in writing, using presentation and report formats; demonstrate ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures; ability to assess the surrounding environment to recognize immediate risk levels; the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.

SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess the experience, education or training equivalent to 1-year at the GS-09 Level, with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Duties to include, but not limited to, advising the Wing Commander ASUS Commander on matters of anti-terrorism, overseeing implementation of AF and MAJCOM policy, exercising staff program management over all anti-terrorism activities, and serving as liaison with the surrounding communities, and state officials; and acting as the focal point to coordinate, de-conflict and integrate various force protection procedures, and activities within the Wing/Base/Installation ASUS Commander.
