The Opportunity
The Recording Senior Administrative Specialist is primarily responsible for assisting in the supervision and oversight of the Recording section of A&T. The section covers a portion of the County Clerk's functions, and is primarily responsible for:
  • Recording real estate documents, including deeds, mortgages, liens, plats, and other land records
  • Indexing and verifying document information for searching and retrieval
  • Collecting transfer tax on certain transactions
  • Issuing marriage licenses and domestic partnerships; and
  • Administering the Board of Property Tax Appeals
  • Technical expertise: We're looking for someone who has knowledge of the various land record document types, in order to be able to train and guide others by accurately interpreting Oregon laws about what types of documents can be recorded, and the procedures for verifying the format and contents of those documents. They also have experience with or knowledge of the marriage license/domestic partnership issuance laws and procedures in Oregon and have the ability to issue them to couples of all genders.
  • Leadership skills: We're looking for a leader who has strong leadership skills to [YS1] help build a cohesive, collaborative team. This position plays a key role to help create, communicate, and implement a clear vision for the group and follow through to make that vision a reality. They also have a knowledge of how to delegate responsibility within the workgroup and coach employees effectively and ability to build positive relations by getting to know them as individuals and viewing the team through an equity lens. We're looking for an emotionally intelligent leader who is able to model a balance of getting the work done and having fun while doing it.
  • Effective communication skills: We're looking for a someone who has the ability to build relationships across the organization and beyond through their exceptional verbal and written communication skills. They have honed their active listening skills, helping employees feel included and truly heard.
  • Strong supervisory skills: We're looking for a leader who has the ability to help plan, prioritize, direct, and evaluate the day-to-day operations of a team working under statutory regulations and deadlines. It is essential to have strong supervisory skills to help create process documentation, train staff effectively, and assist the supervisor in holding the team to performance standards and offering encouragement, support, and course correction as necessary.

The Recording section is customer-focused with a large volume of customer interactions in person, over the phone, by email, and through regular mail.

The team reporting to the Recording Supervisor and Senior Administrative Specialist consists of seven (7) Administrative Specialist IIs.

Once the selected candidate has demonstrated proficiency, a hybrid work schedule of tp to two (2) remote days per week will be available if desired.

MINIMUM QUALIFICATIONS

Education and Experience:
  • A high school diploma or equivalent AND
  • Four (4) years of progressively responsible experience providing administrative or clerical support.

Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements:
  • Must successfully pass a comprehensive background check post offer.
