Pay Range

$232,920 - $296,856 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We're looking for a Senior Advisor for California Government and Industry Affairs in the Office of Government and External Affairs (OGEA). Under the direction of the OGEA Senior Director and Deputy Director, you will partner with other LLNL leaders to engage with all relevant levels of government (Federal, State, Regional, Local) and industry with an emphasis on building enduring, productive partnerships that support the Laboratory's mission. The primary focus will be twofold: taking the lead on engagement, briefings, and information transfer with district offices of Federal and State officials in California for Lab activities and taking the lead on forming and maintaining industry-governmental relationships that have relevance to LLNL. Additionally, you will provide advice, counsel, information, analysis, and strategies to OGEA and senior Lab management from intelligence and resources gathered through regular engagement with external partners and audiences while also supervising the Senior Advisor for state government engagement based in Sacramento, CA. This position is based in Livermore, CA, with regular travel throughout California and occasional travel to Washington, DC expected.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

You will
  • Provide analysis and counsel to senior lab leaders on state partnership opportunities that align with strategic thrusts of the Lab.
  • Provide advice on a broad spectrum of strategically significant and highly complex issues relating to state and industry partnerships and opportunities.
  • Serve as a Lab lead on developing and implementing a lab-wide state engagement strategy that leverages the ongoing and future national security work at the Laboratory.
  • Influence or negotiate decisions on critical and challenging industry-government issues that could impact the ability of the Lab to successfully meet its key mission and operational objectives.
  • Lead and/or support Regional, State, and Local engagement efforts, where such engagement relates to matters of concern at the Federal and state level.
  • Develop and manage strong and trusted interpersonal relationships and lead engagement efforts with both district offices and industry government relations groups to foster and develop new partnerships.
  • Serve as the governmental relations lead/key liaison and represent LLNL senior leadership during interactions with industry associations, advocacy groups, trade groups, other stakeholders, and nongovernmental organizations to build coalitions and relationships that amplify LLNL's efforts.
  • Develop opportunities with district office staff for briefings and presentations by Lab Subject Matter Experts (SMEs) on relevant work performed by the Lab within their respective districts.
  • Supervise the Senior Advisor for State Government engagement.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance, with Sensitive Compartmented Information (SCI) access, which requires U.S. citizenship.
  • A bachelor's degree in political science, public policy, government relations, or a related field or the equivalent combination of education and related experience is required.
  • Significant and broad level experience working within the Federal government, as well as state and/or regional government agency levels, or industry government affairs environment required.
  • Expert level knowledge of government executive and legislative structures, bodies, and processes, including a demonstrated strong command of the Federal and California legislative and budget processes.
  • In-depth knowledge of policy issues and a demonstrated ability to analyze and communicate complex science and technology policy matters to elected officials and industry leaders.
  • Proven ability to establish and maintain strong relationships with government officials, policymakers, and industry stakeholders. Experience influencing and negotiating with senior leaders on matters of significance to an organization and/or institution, oftentimes in sensitive situations, without negatively impacting trust/relationships.
  • Ability to understand and effectively convey the value of science, technology, and research to diverse audiences.
  • Project professional bearing and possess political acumen.
  • Expert oral, written, and interpersonal communication skills, as well as collaboration and problem-solving skills.

Qualifications We Desire
  • A master's degree in political science, public policy, government relations, or applicable related field.
  • Knowledge of or experience working with DOE and/or NNSA organizations, and their mission, structure, policies, and procedures.
  • Knowledge of LLNL and its mission, structure, and programs.
  • Knowledge of Federally Funded Research and Development Center rules and regulations.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.If you are selected, we willinitiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
