Job Description:

Support all Supply Chain activities for purchased material items including design for supply chain success, material requisitioning, prioritization, material status, receipt, inventory, and customer disposition. Support procurement efforts to maximize cost effectiveness within the schedule requirements of each assigned contract. Identify and evaluate common supply chain risks as well as develop mitigation plans with guidance or as directed. Help facilitate and contribute to the most effective means of acquisition, receipt, distribution, and inventory management for assigned program(s). Monitor material budget variances and report supply chain health problems as they are discovered to the primary material manager or appropriate function, for resolution or as directed.

Program Management Support:
  • Support material status meetings. Provide detailed information for review by program teams. Deliver presentations to small audiences (up to 10 ppl).
  • Support the development of financial forecast for material with oversight and guidance. Contribute to the development of an earned value management (EVMS) plan. Understand the different contract types.
  • Maintain program material cost, delivery, and labor baseline including change requests.
  • Support the development of supply chain deliverables in support of NPD stage gate processes.
  • Execute within the assigned program's integrated master schedule.
  • Represent supply chain as assigned for program reviews.


Material Management:
  • Master Production Schedule (MPS) and Material Requirement Planning (MRP) (with Material Management staff guidance and direction):
    • Manage requirements in MRP through basic supply and demand management to yield zero aged unassigned requirements, minimal aged floor stock levels, and no material issuance without a demand.
    • Manage timely and complete purchase requisition release to general procurement and subcontracts teams.
    • Provide procurement support to facilitate purchase requisition to purchase order placement.
    • Collaborate with Production Planning and Inventory/Warehouse/Logistics in the execution of the build plan.
      • Prioritize procurement expedite activities, kit, and floor shortages.
      • Quickly facilitate MTO (material transfer order) approvals.
      • Identify root causes of all demand or transactional errors and receiving issues (RDR); resolve and facilitate corrective actions with assistance.
      • Identify and resolve internal supply chain disruptions as they arise.
      • Perform material related program closeout tasks (material account close out, residual material disposition); accountable for closeout of contractual obligations (e.g. deliveries and open commitments), with guidance and direction.
      • Interact with immediate group leader, program office, and cross functional peers.


Proposal Support:
  • Participate in the material bid process to accurately cost material identified for CML (Consolidated Material List) pricing with guidance from Material Management (MM) staff.
  • Generate labor bid to accurately cost level of effort for MM and Procurement functions utilizing the BOE (Basis of Estimate) tool.


Operational Excellence:
  • Perform to metrics outlined by the function.
  • Perform basic internal supply chain risk and opportunity assessments with the assistance of MM staff and other functional areas as required.
  • Provide audit support as requested.
  • Refer to policies and practices for guidance and compliance. Seek guidance prior to exercising judgement for areas not clearly defined by command media.
  • Participate within teams that target functional improvement.
  • Work with cross functional groups to solve problems as they arise.


Essential Functions:
  • Apply Supply Chain principles and concepts in compliance with FAR, DFARS, MAAR 13 and MMAS.
  • Limited understanding of Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.
  • Analytical; can solve problems of basic complexity and apply solutions as necessary.
  • Identify trends and correlations in Material Management data; consults with others to help uncover trends and recommend actions.
  • Develop an understanding of Product Lifecycle Management (PLM) and MRP systems, and an understanding of the cause-and-effect relationship of these systems. Familiar with BOM, and engineering drawings.
  • Receives moderate level of guidance and direction. Establishes personal criteria required to achieve assigned objectives.
  • Must be able to communicate effectively with Supply Chain Management (SCM), Production Planning, and Logistics.


Qualifications:
  • Education / experience (Material Management, Supply Chain Management, Logistics Management, Marketing, Operations Management or Business Management):
    • Bachelor's Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.
  • Knowledge of Supply Chain principles and concepts. Basic understanding of FAR, MAAR 13 and MMAS.


Preferred Additional Skills:
  • Experience using MRP systems software.
  • Familiar with LEAN/Six Sigma, critical thinking, Continuous Improvement and/or Kaizen.
  • Ability to obtain U.S. granted government security clearance.
  • Experience working in the US DOD manufacturing industry.
  • Understanding of industry principles, concepts, practices, and standards along with a basic knowledge of the manufacturing process; planning and logistics.
  • Familiar with Bills of Material (BOM) and engineering drawings.
  • Excel skills including Pivot tables, downloading data from database, etc.
  • Working experience with Microsoft Suite (Outlook, WORD, etc.)
  • Strong verbal and written communication skills.
