General Description

The Orange County Fleet Services Department has an opening for a Senior Automotive Mechanic. An employee of this class is primarily responsible for serving as the working supervisor for the Fleet Services Department. This classification assists with coordinating daily shop activities, workflow scheduling, and coordinating vehicle maintenance personnel activities to ensure that work is performed according to manufacturer repair procedures and in a safe, efficient and cost-effective manner.

Additional responsibilities include processing warranty claims, conducting research for fleet defect resolutions, locating parts with parts shortages status, and communicating with manufacturer's Technical Support Team to perform complex repairs and perform preventive maintenance on a predetermined schedule to County vehicles (passenger vehicles, ambulances, law enforcement vehicles, transit vehicles, and mobile dental clinic) and other mechanical equipment.

Work is performed under the regular supervision of the Fleet Manager with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties. Does related work as required.

Serves as the working supervisor for the Fleet Services Department and is responsible for workflow scheduling and coordinating vehicle maintenance personnel activities to ensure work is performed in a safe and efficient, and cost-effective manner.

Ensures vehicle repairs are performed according to vehicle manufacturer, ambulance manufacture, bus manufacture, and vehicle subcomponent equipment manufacturer guidelines.

Oversees the maintenance and repair of vehicles, generators, trailers, lawn equipment and other mechanical equipment; schedules vehicle maintenance and repair activities according to assigned priorities.

Authorizes the use of replacement parts and materials and responds to requests for field repairs; secures the maintenance shop at the end of day.

Determines appropriate estimates based on industry standards for repair time; evaluates technicians' performance in meeting time estimates and quality standards in performing repairs.

Hires, trains and supervises entry-level automotive mechanics; provides training to staff on mechanical systems, computer control systems (engine, transmission, air conditioning, heating system, electrical system, and emissions), Fleet Services preventive maintenance inspection procedures, oil sample procedures, oil sample reports, Ensures FTA bus maintenance compliance guidelines, Faster Maintenance software, and safety procedures and guidance on inventory best practices.

Oversees a safety and training program for the operation of the Fleet maintenance shop, ensuring compliance with all Federal, State, and local laws regarding operations and vehicle repair; ensures mechanics are properly trained and certified under section 609 of the Clean Air Act by an EPA-approved program.

Ensures all vehicles and equipment services on appropriate service intervals with appropriate tasks and as part of a preventive maintenance schedule (preventive maintenance intervals are performed within 10%± of specific mileage and when inspections are due.)

Oversees facility equipment to ensure generator, vehicle lifts, tire machine, overhead lubrication equipment, air compressor, air drier, and DEF System are operational for Fleet Services; schedules equipment repairs and preventive maintenance inspections through the Faster System or outside vendors.

Assists mechanics in troubleshooting/diagnosing problems with County vehicles, generators, trailers, lawn equipment and other mechanical equipment; performs service and repair work on a variety of gasoline, diesel, electric vehicle repairs, alternative fuel and oil vehicles, and delivers or returns vehicles from outside repair facilities.

Contacts Technical Support for diagnosing defects and repair procedures that include, but are not limited to, Ford, GM, Dodge, LiquidSpring Suspension, Whelen Emergency Lighting Equipment, Starcraft Bus, ProAir HVAC, Cummins, and Excellance, Inc.

Performs line mechanic duties such as removing, adjusting, replacing or repairing transmissions, air conditioning, steering systems, suspensions, differentials, bearings, hydraulic lines, gears, valves, etc.; installs water or fuel pumps, radiators, brakes, and other vehicle parts to maintain safety and reliability until next preventive maintenance inspection, andchanges oil.

Conducts performance testing, diagnoses and repairs computer control systems, and performs routine maintenance including checking and adjusting engine timing, tune-ups of cars, trucks, ambulances, law enforcement vehicles, transit vehicles, and mobile dental clinic vehicle; ensures appropriate preventive maintenance inspections based on manufacturer recommendations and industry standards for the Orange County Fleet Services Department.

Diagnoses defective equipment and replaces/repairs axles and steering; adjusts replacement tie rods and kingpins or installs new parts.

Inspects, installs and services batteries, spark plugs, carburetors, alternators, filters, lights, generators, starters, fan belts and other mechanical parts.

Uses scanning equipment to access Diagnostic Trouble Codes (DTCs) that cause Check Engine, Air Bag, and ABS dash lights to illuminate and assist in diagnosing necessary repairs; uses tools, electrical schematics and manuals to make basic repairs, and comply with emission standards.

Performs routine repairs, preventive maintenance inspections, and emergency repairs promptly and efficiently based on industry standards and motor pool labor estimates; ensures technicians are productive according to industry standards.

Reads and interprets wiring diagrams of vehicles and electronic components, evaluates and programs new equipment, diagnoses and replaces or repairs installed older or new components.

Performs NC State Vehicle Safety Inspections.

Prepares new County vehicles for service by installing accessories, furnishes vehicles with appropriate supplies such as tire chains and fire extinguishers and conducts pre-delivery inspection on all new vehicles.

Prepares paperwork and documents time and material usage on work-related repairs and preventive maintenance.

Assists with annual cost estimates for Fleet Services budget to Fleet Service Manager for capital budget, fuel, parts, regular labor hours, overtime hours, tools, replacement equipment, and new equipment; operates within approved Orange County Fleet Service budget and updates Fleet Services Manager as expenses increase that impacts operating within approved budget.

Provides technical direction and on-the-job training to coworkers.

Assists in the general maintenance and cleanliness of automotive shop area; cleans assigned work area daily; ensures tools are returned to proper storage area, shop equipment is scheduled for repair as required, OSHA regulations are met, shop conference room and maintenance manuals section are in order and clean.

Ensures adherence to the department's safety rules and regulations, and proper use of Personal Protective Equipment.

Ensures monthly fuel station inspections are completed and recorded per NC State regulations.

Ensures proper disposal of chemicals and byproducts of automotive systems.

Uses computer applications or other automated systems such as automotive diagnostics, NCEmissions Inspection Systems, calendar, email or database software in performing work assignments.

Performs other duties as required.
