NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Budgeting Analyst Trainee 1
A bachelors degree or higher

Budgeting Analyst Trainee 2
The minimum qualifications are A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions.

*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience

Senior Budgeting Analyst

The minimum qualifications are A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.

REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a/an Senior Budgeting Analyst, if less than one year, you must be currently reachable on the Senior Budgeting Analyst eligible list for the Albany location if one exists.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 16 or higher eligible for transfer and determined to be similar by Civil Service.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 16 or higher eligible for transfer and determined to be administrative by Civil Service.

Duties Description The Office of Financial Administration is responsible for overall agency fiscal management and administering the procurement process. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.

The Senior Accountant will be assigned to the Financial Management team of the Office of Finance and Administration and will be responsible for:
• Assisting with the New York State Health Insurance Program (NYSHIP) Rate Renewal Process, including running reports in various database files to gather the necessary data;
• Assisting with the review and analysis of the estimates and reports provided by the NYSHIP vendors;
• Assisting with Quarterly and Annual reporting requirements to the Office of the State Comptroller and other entities as mandate or requested;
• Review the annual Governmental Accounting Standards Board Statement (GASBE) valuation submitted by the Department's actuaries concerning the State's "Other Postemployment Benefits" which entails assessing the actuarial assumptions and ensuring their conformity to NYSHIP provisions;
• Assisting with and responding to data requests from the Division of Budget, Health Benefits Administrators, and other NYSHIP-related entities as necessary;
• Assisting with determining the rates used to assess charges and cost allocating invoices from the Office of Information Technology Services;
• Assisting with calculating projections for annual expenditures and revenues for the NYSHIP program and providing to Accounts Receivable; and
• Completing other duties as assigned.
