Our work depends on a Senior Business Systems Analyst capable of working both independently and leading a team of programmers/developers/testers. They will need to be capable of working directly with business customers to develop their requirements and develop application designs that are within postal standards. This includes reviewing legacy applications and reverse engineering them to extract the business functionality and edit and develop specifications for enhanced business functionality into a new robust application design.

HOW A SENIOR BUSINESS SYSTEMS ANALYST WILL MAKE AN IMPACT
  • Analyzes user/business software system requirements and determines needs.
  • Determines the functionality of an application and performs upgrades over time.
  • Maintains documentation to support software development policies, standards, and procedures.
  • Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow.
  • Translates highly technical specifications into clear non-technical requirements.
  • Develops and documents features and user stories with acceptance criteria.
  • Assists team with preparation of cost estimates.
  • Implements best practices for scalability, supportability, ease of maintenance, and system performance.
  • Creates current and future state documentation related to existing interfaces.
  • Creates Interface Control Documents (ICD) documenting exisiting and future interfaces.
  • Leads and participates in highly complex projects with USPS customers, managers, end-users.
  • Designs, develops, maintains, and recommends changes to processes in support of business information systems.
  • Effective liaison between business and technical teams.
  • Works closely with the software development teams to understand system solutions.
  • Develops testing strategies and performs testing to ensure deliverables meet customer requirements.
WHAT YOU'LL NEED TO SUCCEED:

Education:
  • Bachelor's degree from an accredited College/University in the applicable field of services ; AND/OR if degree is not in an applicable field then 4 additional years of relevant work experience required; OR in lieu of degree, an additional 4 years of relevant work experience is required
Required Experience:
  • 10+ years of experience with analyzing business requirements and developing business requirements
Required Technical Skills:
  • Demonstrated experience with applications for Real Estate Leasing, Property Management and Maintenance, Property Construction Management or Integrated Workplace Management Systems (IWMS)
  • Demonstrated experience and knowledge of SOX and SOX reporting requirements for Real Estate Leasing, Assets, Construction Invoicing and related transactions
  • Proficient in Microsoft Office including Word, Excel, Outlook, PowerPoint, and Visio
  • Demonstrated experience installing, configuring, documenting, testing, training, and implementing new applications and systems
  • Demonstrated knowledge/experience with Agile methodologies
  • Demonstrated experience working with Product Owners and creating Features and User Stories
  • Strong working knowledge of a wide variety of programming languages (including but not limited to Java, JavaScript, Python, SQL, etc.
  • Strong working knowledge/experience of SDLC practices
  • Familiarity with Incident and Change Management tools such as ServiceNow
Required Skills & Abilities:
  • Proven ability to assess business needs and translate them into relevant solutions
  • Demonstrated ability to write a test plan covering multiple inter-related objects in a dynamic test environment
  • Demonstrated ability to write test scripts fully covering specific objects and executing those test scripts within a larger test plan
  • Demonstrated ability to coordinate individual test script execution within a medium to large team to ensure coordination of various data elements for different test scripts and ability to segregate results for all concurrent testers
  • Demonstrated strong Project Analyst Skills including analytical skills in resolving issues and problem solving
  • Demonstrated strong organizational and time management skills
  • Demonstrated strong oral, written and communication skills (producing documentation, project status reports)
  • Demonstrated ability to interact with teams and senior management
  • Previous demonstrated experience as a team lead or supervisor
  • Ability to write and execute test scripts and test plans, including experience in application, functional and performance testing
Desired Skills & Abilities:
  • Experience with VersionOne and/or other Agile management tools
Security Clearance Level:
  • Ability to achieve a Public Trust clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
  • The security clearance for this program requires the selected candidate to have resided in the US for the past five years. The selected candidate cannot have left the country for longer than 90 consecutive days and no more than 180 cumulative days.

The likely salary range for this position is $80,226 - $133,973. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
