Summary:

The Senior Cybersecurity Engineer will play a pivotal role in safeguarding Navy C5I information systems by developing and managing the Risk Management Framework (RMF) package, crucial for obtaining the system's Authority to Operate (ATO). This position involves conducting thorough assessments of cybersecurity policies and procedures, identifying vulnerabilities, and implementing robust security measures. The ideal candidate will have a strong background in information security and be well-versed in the latest cybersecurity regulations and standards to ensure systems are impenetrable and compliant. The position will require supporting systems engineering, cybersecurity policy development, and maintaining continuous monitoring of supported information systems.

Duties and Responsibilities :
  • Manage DoD Risk Management Framework (RMF) efforts and IAVM processes across multiple programs.
  • Facilitate the development of documentation in support of DoD RMF accreditations, perform vulnerability management activities, and oversee the creation and submission of DoD RMF packages.
  • Provide technical cybersecurity services for the support of integrated systems and solutions, utilizing tools and processes to monitor and report the status of information systems.
  • Contribute to successful system accreditation for operation on DoD networks.
  • Analyze system requirements and support design and development activities.
  • Frequently interact with customers and functional peer groups to support RMF efforts.
  • Communicate with other program personnel, government sponsors, and senior executives.

Required Qualifications :
  • Bachelor's Degree in a Cyber Security-related field is desired.
  • At least eight (8) years of practical experience in Navy Cyber Security or Engineering. Without a college degree, greater than twelve (12) years of experience is required.
  • Experience with Information Assurance tools such as DISA Enterprise Mission Assurance Support Service (eMASS), XACTA, Assured Compliance Assessment Solution (ACAS), and may be required to hold an Interim Security Control Assessor qualification.
  • Must hold an active Security+ certification. CISSP desired.
  • Applicant Must have an active DoD Top Secret Security Clearance, with SCI access
  • Experience implementing Risk Management processes, specifically related to Cyber Security.
  • Working knowledge of the Enterprise Mission Assurance Support Service (eMASS), XACTA, DoD Information Assurance Vulnerability Management (IAVM) Process.
  • Meets Department of Defense Cyber Security Workforce (CSWF) requirements for Information Assurance Management (IAM) Level II.
  • Experience in planning, organizing, completing, and presenting assessments of National Security/IA-related concepts, analyses, studies, and procedures.
  • Effective written and verbal communication skills resulting in the ability to achieve consensus in resolving problems in all phases of the acquisition life-cycle with all stakeholders.
  • Thorough understanding of DoD Computer Network Defense policy and requirements and have cursory familiarity with CND tools and processes (e.g., network scanners; vulnerability mitigation; remediation; risk management).
  • Working understanding of secure software development and assessment.
  • Working knowledge of government processes and practices involved with safeguarding classified information.
  • Strong interpersonal skills, telephone etiquette, and professional demeanor.
  • Excellent oral and written communication skills.
  • Effective team player with highly proficient customer service skills.
  • Flexible and able to work in a dynamic, team-oriented environment.
  • Familiarity with Microsoft Office applications (Word, Excel, PowerPoint, Visio).

Preferred Qualifications :
  • Experience with Navy C5I Systems.
  • Experience in supporting security authorization activities in compliance with government directives.
  • Experience with Apache, Tomcat, and managing Java web applications.
  • Experience with PostgreSQL managing tables, views, roles, and performing maintenance.
  • Strong experience with Windows and RHEL operating systems (OS) to include scripting in both OS.

Pay Range:

The pay range for this role is $145,000 to $175,000 annually. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
