Job Description

The Senior Director of Pharmacy Sourcing Operations is responsible for contracting, vendor management, contract compliance, drug shortage mitigation and the management of all pharmacy related requests for proposals (RFPs). This position will report directly to the Deputy Chief Pharmacy Officer and will play a critical role in managing pharmacy spend throughout the system. The Senior Director of Pharmacy Sourcing Operations will work closely with both, corporate and site leadership to help ensure adherence to all pharmaceutical contracts. This position will also be responsible for continuously monitoring the contract goals and objectives while maintaining alignment with strategic goals and objectives for the Health System. The Senior Director of Pharmacy Sourcing Operations works closely with both institutional and corporate leadership to ensure desired goals are accomplished.

SUMMARY OF DUTIES AND RESPONSIBILITIES:
  • Works closely with manufacturers, group purchasing organizations (GPOs) and other pharmaceutical suppliers such as 503 (a) and (b) vendors to negotiate and establish favorable pricing.
  • Works with system clinical leadership to help support the system formulary by performing cost analysis when requested.
  • Develops communication strategy and plans to inform sites and stakeholders of all new contracts and any changes to existing ones.
  • Works with pharmacy informatics and finance to help ensure correct product and pricing is built into the Epic system.
  • Establish organizational key performance indicators (KPIs) and quality measures to evaluate and contract adherence.
  • Shares KPIs with system and site leadership on a routine basis.
  • Works with sites to develop and perform corrective action when contract compliance is not met
  • Prepares and delivers reports to corporate leadership outlining progress toward meeting goals and objectives.
  • Works with corporate and site leadership and other appropriate stakeholders to help develop and facilitate all pharmacy related request for proposals (RFPs).
  • Once RFP is awarded, works with the site and stakeholders to help ensure smooth implementation.
  • Works closely with vendors, GPOs and other stakeholders to help identify potential pharmaceutical shortages.
  • Once shortages are identified, works closely with clinical leadership to help identify alternatives or other strategies.
  • Participates in the preparation and review of systemwide policies and procedures where applicable.
  • Participates in meetings related to systemwide and/or healthcare setting programs.
  • Helps develop annual cost savings initiatives along with KPIs to measure the success.
  • Tracks the cost savings initiatives and reports out status on a monthly basis.
  • Works with corporate pharmacy, sites and stakeholders when cost savings initiatives are not performing to target.
  • Partners with supply chain services to ensure seamless procure-to-pay process for all pharmacy related invoices
  • Assists in the creation a business plan(s), justifying variances and analyzing cost benefit of programs where applicable.
  • Works with leadership to help establishes annual financial goals and actively uses benchmarking to set these goals.
  • Demonstrates fiscal responsibility by meeting budget targets.
  • Works with Leadership to monitors and analyzes financial data and utilizes the data to make crucial decisions.
  • Communicates, clearly and effectively, with staff and leadership budgets and financial goals.
  • Contributes to the success of NYC H+H by providing leadership, direction and coordination of operations and finances for all areas of responsibility.
  • Manages the complex interdepartmental and interdisciplinary relationships to help assure collaboration and effective/efficient operations within the institution.
  • Creates an environment that encourages diverse opinions, recognizes differences and incorporates into processes and operations.
  • Assess all departmental leadership and staff development needs. Helps identify goals and provides resources.
  • Helps identify lack of competency in performance of staff members and works toward development of correction plans which include goals and interventions.
  • Participates in developing succession plans for select pharmacy positions.
  • Perform all other duties, as assigned.


Minimum Qualifications
1. A Master's degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
2. A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
3. A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelor's Degree.

Department Preferences

  • Educational Level: Bachelor's Degree in Pharmacy OR Pharm.D.
  • Current license and registration in good standing to practice Pharmacy in New York State, required.
  • Ability to learn current software applications used in the practice.
  • Eight (8) years of satisfactory, full-time experience as a Licensed Practicing Pharmacist, of which at least five (5) years shall have been in a pharmacy sourcing, contracting, inventory and vendor management.
  • Excellent communication, leadership, interpersonal and presentation skills, required.
  • Ability to perform pharmaceutical contracting, inventory and vendor management.
  • Ability to work effectively with administrative staff, medical and nursing personnel, and to coordinate Pharmacy programs and activities throughout the facility.
