Position Objective:

This Direct Metro-North Railroad Operations Planning and Analysis Department in support of short- and long-term strategic plans and initiatives.

Responsibilities:
  • Developing service plans, strategic initiatives, and operational management.
  • Oversee and direct all work regarding the development and evaluation of schedule changes - including future demand for service, identifying market opportunities, and special event planning - and coordinate these service needs with operating departments to implement changes. Including significant influence over $400+M in revenue and $280M in crew costs and propulsion.
  • Oversee the planning and development of special services (e.g. Yankee Station; Future Penn Station Access, New York Football Club (NYFC), etc.)
  • Ensure service plans are developed in accordance with MNR's service standards.
  • Making data-based decisions, and maintaining performance metrics on a train-level basis.
  • Oversee the development and implementation of MNR public and employee timetables.
  • Develop and launch new connecting services.
  • Oversee the management of ongoing connecting services operations.
  • Support long-range planning initiatives with analysis of service expansion needs and requirements.
  • Oversee departmental role in the Emergency Management Task Force and ensure 24/7 coverage.
  • Oversee MNR's counting program and analysis of ridership data.
  • Oversee fare strategy initiatives.
  • Oversee strategic revenue collection/ ticket-selling programs.
  • Represent MNR in the region-wide forums/committees to acquire funding for key service initiatives.
  • Oversee reports and presentation materials for senior management, the MNR Committee , and the MTA Board.
  • Represent Operations and coordinate track outages for all planning studies for major projects.
  • Oversee the annual track usage program, minimizing costs and maximizing outage time for MNR's billion-dollar projects.
  • Oversee the development of future operating plans for major capital projects in conjunction with tenant and host railroads.
  • Other duties as assigned .

Required Knowledge/Skills/Abilities:
  • Demonstrated leadership and management skills with the ability to train, motivate , and foster teamwork.
  • Detail Detail-oriented with strong organizational, analytical, problem-solving solving , and planning skills.
  • Knowledge of rail transit/intermodal operations.
  • Strong customer service perspective with the ability to understand and evaluate the impacts of potential service changes and initiatives on our customers and MNR operations.
  • Excellent interpersonal skills with the ability to speak effectively with internal/external departments, MTA agencies, the public , and all types and levels of public agencies.
  • Strong verbal and written communication and presentation skills.
  • Ability to operate effectively in high-pressure situations with flexibility to adapt to change.
  • Ability to exercise a high level of independent judgment and decision-making.
  • Working knowledge of Microsoft Office Suite and/or comparable applications, (i.e. Word, Excel, PowerPoint).
  • Must be able to respond on a 24/7 basis and work varying hours as needed.
  • Must have a valid driver's license.

The Following is/are preferred:

  • Familiarity with Metro-North Railroad Operations and MNR intermodal services.
  • Knowledge of potential funding sources and appropriate networking ability to finance MNR connecting service initiatives.


Required Education and Experience:

  • Bachelor's Degree in Economics , Transportation, Planning, Engineering, Business and/or related field.
  • Minimum of ten (10) years of experience in a progressively more complex management position which includes experience in one or more of the following: Planning, Service Design, and Customer Service, in a Transportation environment.
  • Minimum of seven (7) years of management experience and or supervision of a diverse workforce.


P referred Education/Experience/Training :

  • Master's Degree in Planning , Transportation, Business and/or related field.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
