Job Description

Job Summary:

The Senior Director, Strategic Sourcing is the spend category team leader who is responsible for the contracting, project management, vendor management, and spend reduction for non-clinical spend. The Senior Director Strategic Sourcing will also play a leading role in managing capital acquisitions, working with internal/external partners regarding capital procurements at the planning, budgeting, project, contract, and transactional levels.

The focus of the Senior Director will be in support of the system's response to the City's asylum seeker response and its Humanitarian Emergency Respite Relief Centers (HERRC). The HERRC efforts will focus on supporting system procurements, contract negotiation, inter-agency communications and negotiations, management of contracts and related documentation, negotiation of MOUs with City agencies, and assistance to executives as relates to the job responsibilities.

Summary of Duties and Responsibilities:
1. Strategic Planning and Leadership:
• Leads projects, attends meetings, develops scopes of work, requests for proposals and other solicitation documents.
• Analyzes business needs by creating and managing a strategic pipeline to meet departmental goals.
• Develop and implement effective/strategic business solutions through research and analysis of data and business processes.
• Strong sense of ownership and able to work independently.
• Manage the strategic relationships with business units, functional areas and suppliers to support overall business needs.
• Ensure adherence to protocols, procedures, and project plans are followed and completed timely.
2. Operational Performance:
• Develop and manage best practices within the category/industry.
• Create supplier KPI's (Key Performance Indicators) that monitors supplier performance.
• Establish and maintain supplier relationships that creates long term partnerships.
• Strategically negotiate contracts to reduce overall cost that is in the best interest of patients and organization
• Create and manage the In-direct strategic calendar that includes expiration of contracts, savings opportunities and renewals.
• Support short and long term operational/strategic business activities - by developing, enhancing and maintaining project information and models.
3. Staff Management and Development:
• Supervise, guide, mentor and improve employees' performance
• Serve as an operational resource for internal team members for expedited problem identification and resolution.
• Establish clear goals and targets for each direct report to ensure expectations and timelines are met.
4. Budget and Resource Management:
• Conduct cost-benefit analyses, develop long- and short-term budgets for individual business lines.
• Establishes and maintains collaborative relationships within the system in order to obtain information and content from providers and colleagues to foster successful project completion.
• Use problem solving and analysis to assess the financial and strategic impact of business initiatives.
5. Collaboration and Communication:
• Provide best in class customer service to both internal and external stakeholders.
• Partner closely with all levels of organizational members.
• Ability to coordinate or manage multiple projects across the Health System.
• Develops and manages best-practices and tools for performance improvement plan execution and management.
• Adhere and assists with business operations and project specific quality documents (for example: SOPs, work plans/practices, training guides).
• Performs other duties as required

The position requires strong leadership and partnership skills with both internal and external stakeholders, establish and maintain supplier relationship and management, contractual and analytical skills, as well as strong written and verbal communication skills. The successful candidate will have a strong sense of ownership, great collaborator, be self-motivated, a detail-oriented work ethic, have excellent inter-personal skills and be interested in playing a meaningful role in the operation of a large, integrated healthcare delivery system.

Minimum Qualifications
1. Baccalaureate degree from an accredited college or university in Business Administration, Computer Science,
Management or other related discipline from an accredited college or university; and six (6) years of satisfactory,
full-time paid responsible experience in information processing, program management, systems development or
related activity in a large governmental agency, hospital or health care facility, or hospital-related business firm,
three (3) years of which must have been in a managerial capacity; or
2. Master's degree from an accredited college or university in disciplines, as listed in "1" above, and five (5) years of
experience, as described in #2 above, one (1) year of which must have been in a managerial capacity; or
3. A satisfactory equivalent combination of education and experience.

Department Preferences

  • Minimum of 7 years' experience in Supply Chain in healthcare environment and operations
  • Previous healthcare, supply chain, Peoplesoft or materials management experience
  • Master's Degree in Business Administration or Master of Health Administration preferred.
  • Possess knowledge associated with the professional field of sourcing.
  • Experience with the contracting and managing of non-clinical spend areas such as but not limited to non-production of goods and services (MRO, Facilities, and Capital), Professional Services,
  • Marketing, Legal, Human Resources, Consulting, Construction, Finance, Office Supply/Furniture and Document Management.
  • Create and apply analytics, strategic methods, principles, and best practices to drive strategy and overall cost savings.
  • Evaluate, analyze and create a positive impact to the direct and indirect costs and benefits of any good or service.
  • Communicate clearly and concisely, both orally and in writing. Planning and executing communications strategy to ensure accurate and timely flow of information to internal customers,stakeholders and suppliers.
  • Experience with Leading developing, and mentoring team members.
  • Create and establish relationships by working cross functionally with both internal and external stakeholders.
