The Data Governance Team (DGT) is a multi-disciplinary team of data and technology experts that are responsible for the data and data systems that empower the Division of Water rights to efficiently administer California's water rights priority system. DGT is seeking a Senior Water Resource Control Engineer Specialist who will be responsible for supporting the UPWARD/CalWATRS software development process by providing expert advice from the business perspective of an experienced staff member. Following development of the CalWATRS data system, the position will transition to an operational data governance position, where the candidate will work with multiple programs within the Division and throughout the Water Board to ensure Water Rights water rights data are high quality, accessible, and useful to the Water Board and the public.
This position reports to 1001 I Street, 14th Floor, Sacramento, CA 95814, which is right in the heart of downtown next to light rail stations and Cesar Chavez Park. This position is required by current policy to work in the Sacramento office twice per week and as required by the section supervisor. Other work days are eligible for telework, pending supervisor approval, and are subject to change based on operational needs.

Policy development/implementation experience. Experience and ability to explain technical aspects of a complex IT project to a non-technical audience. Experience and ability to conduct Azure DevOps processes related to user story modification/approval, user acceptance testing, and tracking of overall project progress. Experience using modern data technology (e.g., AWS S3, PostgreSQL, Databricks, Snowflake, Salesforce) to collect, manage, and transform data. Experience with geospatial (GIS) data and technology.
