Description

Directs the fulfillment of contract and purchasing requirements for operational and construction services. Acts as team lead, trains new staff and may act on behalf of the Contract and Purchasing Operations leadership. Prepares short- and long-term goals and objectives.
  1. Manages the preparation of operational and construction contracts to include the drafting of various required documentation for final distribution on project specific jobs and ensuring proper funding is in place.
  2. Researches and ensures compliance with state procurement laws and University polices on the execution of contract actions.
  3. Plans, develops and administers methods, strategies and procedures for meeting program objectives; directs and oversees the daily activities of staff members.
  4. Directs the preparation of and reviews reports and records of activities to ensure progress is being accomplished toward contract administration to ensure no gaps in service.
  5. Monitors the annual budgets and ensures that expenditures are within budget allocation. Assists with the preparation of budgets.
  6. Ensures compliance with various reporting requirements including state mandate reporting on contract actions.
  7. Analyzes trends within assigned areas, maintaining expert awareness of program information and change needs.
  8. Formulates, implements, and maintains appropriate policies and procedures concerning contract administration.
  9. Supervises assigned staff in the performance of duties.
  10. Performs other job-related duties as assigned.

Qualifications

Bachelors and 5 years experience

Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.Experience: Requires a minimum of five (5) years of directly job-related experience.
