Job Description

This position is responsible for day-to-day financial reporting of H+H's grants portfolio, claims processing and related tasks within the division. Additionally, this role will be assisting Sr. Director of Central Grants Division in day-to-day grants processing, financial reporting, expense and revenue reconciliation, as well as audit responses.

The position works closely with other internal and external teams to coordinate grant reimbursement submission, as well as H+H Comptrollers and general accounting teams in handling and processing various reporting, compliance & audit criteria.

General tasks and responsibilities will include:
  • Monitor and analyze grant spending reports & claims submissions including Medicaid Administrative grant with NYC Human Resources Administration
  • Create monthly reporting templates for various grants and financial reporting purposes.
  • Research & review contracts requirements and regulations for City, State and Federal grant programs.
  • Develop extensive knowledge on PeopleSoft Finance system and relationship between various modules, and provide training for other business users.
  • Coordinate with facility contacts and Corporate budget/finance team(s) on a wide range of projects, including but not limited to CFR submissions, EPIC data analytics and A133 Audit backup processing.
  • Act as content experts and liaison between Central Office, the facilities, State and City agencies to answer questions and resolve problems.
  • Investigate, analyze, review, process, manage and maintain all grant related files & reimbursement requisitions on assets/expenses within strict compliance to city, state, federal and regulatory requirements for all HHC facilities.
  • Coordinate with Corporate comptroller's office in financial reporting and reconciliation.
  • Understand Federal/state/City requirements and respond to audit requests in relates to grants expenses.
  • Develop deep understanding on grant processes and guidance on documentation requirements.
  • Coordinate with Accounts Payable to identify and propose solutions for ongoing issues.
  • Populate ad-hoc reports and charts for grant spending for audits, other city agency reporting, board meetings, and a wide range of internal meetings and discussions.
  • Other related duties as directed


Minimum Qualifications
1. Baccalaureate degree from an accredited college or university in Public or Business Administration or a related discipline and 3 (three) years of progressively responsible experience in areas relating to public administration and/or health care planning and administration, grant writing and work related to grants management and development within these fields.
2. Master's degree from an accredited college or university in disciplines, as listed in #"1" above, can be substituted for one (1) year of experience, as described in "1" above.

Department Preferences

Preference will be given to qualified candidates with the following knowledge, abilities, education, experience and/or skills:
  • A Master's degree from an accredited college or university in Accounting, Business Administration, Public Health Administration, or related field;
  • Outstanding communication skills and ability to meet deadlines
  • Accounting experience
  • Two+ years of experience in accounting, public administration or financial management
  • Prior work experience in a City agency
  • Proficiency in Excel
  • Prior Experience with Peoplesoft
  • Familiarity with Tableau
