POSITION SUMMARY

Plans, supervises and coordinates rail vehicle maintenance programs and activities.
PRIMARY RESPONSIBILITIES
  • Manages rail route's multiple locations maintenance activities such as; daily reactive maintenance activities by reviewing the Maintenance Management Information Systems (MMIS) and manpower availability; conducts preventive maintenance programs such as seasonal changes and making necessary adjustments and organizing managers and repairmen work activities and schedules accordingly. Responds to service delays and unusual incidents.
  • Supervises managers and repairmen scheduling, lost time and payroll issues, including interaction with representatives from departments internally and externally.
  • Reviews various reports such as Defect Reports, Repeater List, Productivity Reports and Material List, to ascertain trends and develop action plans for repairmen and managers for reactive and preventative maintenance work.
  • Liaises with various internal and external departments on matters related to Rail Maintenance.
  • Represents the route for various company- wide programs and initiatives such as Excel, CSI and Material Management.
  • Keeps abreast of and reviews technical and safety bulletins with staff members.
  • Maintains close interaction with Rail Heavy Maintenance and Rail Engineering/Technical Services in order to communicate and resolve Rail Maintenance issues and trends.
  • Prepares reports on mentoring, employee morale, succession and innovation and passenger complaints. Administers managers' goals and performance reviews.
  • Conducts safety inspections and audits within the rail terminal. Conducts disciplinary investigations and interviews and prepares recommendation for discharge and grievance responses.
  • Performs the duties of the General Manager in the General Manager's absence. Performs other duties as assigned.
  • Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
  • Performs related duties as assigned.

CHALLENGES
  • Maintain route maintenance team's high level of job knowledge, skill and performance to deliver reliable rail service.
  • Provide reliable rolling stock with a low frequency of defects in revenue service despite an aging fleet and stringent budgetary goals.

EDUCATION/EXPERIENCE REQUIREMENTS
  • Bachelor's Degree or a combination of education and experience relating to areas of responsibility, or equivalent military experience.
  • 3 years experience in vehicle maintenance servicing or repair. Maintenance of rail car experience preferred.
  • Multiple years of supervisory experience.
  • 5 years of transit operations experience, preferred.
  • Experience in interviewing employees regarding accidents, complaints, grievances and/or disciplinary actions.
  • Must be able to pass Rail Safety certification.

PHYSICAL REQUIREMENTS
  • Must be able to lift small to medium sized tools weighing up to 50 pounds.
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Comprehensive knowledge of the structure, accountability functions and overall mission of the Rail Maintenance Division.
  • Thorough knowledge and understanding of the scope and types of repairs, inspection, cleaning and maintenance performed at the terminal/garage level.
  • Must have knowledge of environmental safety, chemicals and waste.
  • Must have knowledge of various trade contracts and unions.
  • Must be organized and detail oriented.
  • Proficient in basic computer operations and word processing, spreadsheet, presentation and database software.

WORKING CONDITIONS
  • Usual office and shop conditions such including a large portion of each workday in, under and around rolling stock and 600 volt DC electrical current or around buses
  • May be required to work various extended hours as required.
  • Position is on call 24-hours a day, 7-days a week for emergencies and to supplement normal maintenance effort when required by weather or another emergency condition.
  • May be required to walk and/or work on active right-of-way around moving trains and may spend extended periods outside in emergencies.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
  • Normal office equipment and vehicle maintenance tools, including electronic diagnostic devices and repair supplies.
