Job Description

The backfill position is responsible for H+ H's FEMA grants funded projects and management activities. The portfolio of the FEMA unit within our Grants department expanded exponentially since the beginning of COVID. The unit currently handles $1.8 billion in Hurricane Sandy - FEMA Public Assistance grant funded projects across 4 facilities and oversees $2 billion+ COVID-19 related spending across central office and all H+H facilities. This position will assist the Director of Fiscal Affairs' in day-to-day COVID grants development, reimbursement submissions, as well as audit responses. The position will also work with various departments in data analytics assessments required for justifying FEMA reimbursements while addressing matters with H+H Comptroller's office for financial statement audit compliance. The individual will represent Grants management/FEMA unit and participate in H+H Supply chain vendor selection processes such as the forthcoming 'Disaster related consulting services (Base Tactical extension/renewal)' RFP solicitation.   • Grants Development and Reimbursement Management (COVID)
    • Work synergistically with a variety of internal departments, including Supply Chain, Data Analytics, Budget, Accounts Payable, Nursing, and Office of Facilities Development (OFD) to ensure FEMA compliance through communicating relevant FEMA policy and documentation requirements to the aforementioned business owners;
    • Reports directly to Director of Fiscal Affairs (FEMA Grants) on a wide range of grants management activities related to H+H FEMA grants for COVID (~$2B); Assist with designing internal processes and various external coordination with city, state and federal partners;
    • Draft and regularly update internal processes and procedures for various internal and external audience;
    • Collaborate with Supply Chain, Legal, and payment departments in reviewing financial documentation and provide support on PPE data analysis in preparation for FEMA reimbursement submission;
    • Represent FEMA Unit at key working sessions with various H+H internal departments andConsultants; Lead meetings, draft agenda and circulate meeting notes as needed;
    • Develop extensive knowledge on FEMA policies and guidance for COVID related eligibility issues; Assist clinical and other business owners on decision making by providing information regarding funding availabilities, deadlines, and eligibility requirements;
    • Coordinate with and supervise disaster recovery consultants for ongoing deliverables;
    • Coach and supervise junior analysts; assist in quality control and providing feedback on junior analysts' deliverables.
  • Grants Development and Project Management (Ida)
    • Collaborate with key contacts from OFD, NYC OMB, NYS DHSES and FEMA in developing H+H grants for Hurricane Ida related repair and mitigation projects;
    • Serve as the grant point of contact to ensure timely documentation retention and effective internal communication;
    • Attend site visits and develop familiarity with high profile hospital facilities' Ida damages and hazard mitigation plans that would protect the facilities from future storms;
    • Lead recurring meetings with various internal and external stakeholders to provide project updates and strategize FEMA submissions.


Minimum Qualifications
1. A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or
2. A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or
3. A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required. Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.
