Job Description

Under supervision of the Assistant Director the Sr Onboarding Specialist will be responsible for overseeing Onboarding Specialists and assisting in Central Office HR Operations related to qualification reviews, recruitment and onboarding, employment, other related HR functions.

General tasks and responsibilities will include:
  • Handle onboarding of new hires, transfers, civil service processing, data entry, and review of employment documents.
  • Partner with Background Investigation Coordinator to ensure all required background checks are completed
  • May handle HR tasks in the absence of supervisor
  • Contacting candidates to schedule OHS appointments, extend preliminary offers, and send onboarding documents.
  • Following-up with potential candidates regarding document submission and field/direct any HR related questions.
  • Act as the point of contact between the candidate and the hiring departments
  • Reviewing onboarding documents for completeness including I-9, E-Verify, and work/education verification.
  • Review and process employment actions in PeopleSoft (new hires, promotions, salary adjustments, data changes etc.) and send corresponding notification letters.
  • Ensuring tasks are completed accurately and timely; may perform transactional work in the absence of others
  • Support and supervise other HR staff including double checking qualifications, background, etc.
  • Ensuring all relevant HR practices and policies are being followed
  • Ensuring relevant positions are filled via the civil service hiring process and that all civil service regulations are adhered to
  • Maintaining accuracy and integrity of PeopleSoft (HR system of record for employee data); ensuring all personnel files are maintained including via OnBase system.
  • Ensuring all onboarding is done following standard work and policy; including obtaining all relevant clearances as part of background investigation process.
  • Contribute to the maintenance of reports, including the pipeline
  • Assist with filing of personnel related documents
  • Assist with system-wide initiatives including onboarding, promotions, and transfers
  • Liaison / point of contact between HR and Nursing department to ensure all transactions are managed in a timely manner.
  • Serves as a project manager for onboarding progress weekly reporting in the Nursing Unit.
  • Assist with staff training and development in the onboarding progress
  • Assist with orienting new staff and provide support through training
  • Performing other related confidential duties as assigned


Minimum Qualifications

* Qualifications for Central Office.
** Qualifications for Health Care Facilities.
1. A Baccalaureate Degree in Management, Economics, Business Administration, Public Administration, Psychology or related field, with emphasis on personnel administration, employee and management relations or related discipline from an accredited college or university; and,
2. Five* or three** years experience in personnel management, employee relations, management or public administration, with at least three* or one** year(s) of progressively responsible experience in personnel management, employee relations programs, administration and benefits in a large public or private organization; and,
3. Comprehensive knowledge of theory and principles and their application to personnel administration in employee relations, including aspects of training, employee development, labor relations, knowledge of research design trends and developments in personnel, employee relations and general management fields; or,
4. A satisfactory equivalent of education, training and experience.

Department Preferences

  • At least five (5) years of prior HR experience in a public agency or governmental sector, with at least one year of experience in onboarding
  • MS Office.
  • Oracle PeopleSoft.
  • Transactional Human Resources experience, including onboarding
  • Working knowledge of PeopleSoft
  • Strong customer service skills
  • Working knowledge of Microsoft Office products.
  • Strong interpersonal and relationship building skills.
  • Analytical and creative problem-solving skills.
  • Solid Time management skills and the ability to work under pressure with tight deadlines.
  • Ability to learn and apply new information
  • Ability and willingness to work extended and flexible hours as needed to accomplish goals.
  • Experience working with union workforce
  • Experience and understanding of civil service administration process
  • Ability to work in a collaborative team. environment and work within aggressive timeframes.
