Senior Operational Contract Support Specialist III

Job Description :

The position is in support of the Joint Staff Logistics Directorate (J-4) with work focused on the Operational Contract Support Division (OCSD). The J-4 Operational Contract Support Division (OCSD) is responsible for the Tier II Joint Capability Area, Operational Contract Support that orchestrates and synchronizes the Contract Support planning Integration, Contracting Support, and Contractor Management into the total joint force. The position performs duties aligned to planning; reporting; assessments; training and force development; process; systems and knowledge management; force design; education and outreach across DOTMLPF current operations; and policy spectrums across combatant commands, services, agencies, US Government, allies, and partners to assess and strengthen joint force readiness, improve joint warfighting capability, enable globally integrated operations, and provide best military advice to the Chairman of the Joint Chiefs on operational contract support (OCS), commercial capability, and vendor threat mitigation (VTM).

Duties include, but not limited to:
  • Updating and maintaining training, doctrine, policy, and education content.
  • Assists in the development of strategic concepts and capabilities.
  • Augment government personnel to deliver OCS training and education.
  • Deliver Joint OCS Planning and Execution Course (JOPEC) and Joint logistics Course at various locations across USEUCOM, USINDOPACOM, USNORTHCOM, USSOUTHCOM, USCENTCOM, USSOCOM, USFK, USAFRICOM.
  • Augment government personnel to support Combatant Commands as part of joint exercises and war-game events.
  • Update and maintain OCS Universal Joint Tasks.
  • Conduct assessments of joint leadership development.
  • Review and analyze operations plans, contingency plans, and orders to improve OCS planning.
  • Assist the Government in assessing risk of planned reliance on commercial capabilities.
  • Conduct analysis and provide OCS strategic reporting and assist in OCS readiness reporting.
  • Update and maintain policy, process, doctrine, guidance in collaboration with stakeholders on VTM.
  • Review, edit, and recommend changes to proposed legislation, policy, doctrine, audits, orders, plans, guidance, and other documents requiring JS J4 review or input.
  • Update and maintain OCS knowledge management and the OCS Data and Integration Group (DIG) and implement the roadmap developed by the OCS DIG.
  • Provide and maintain OCS and VTM collaboration tools and graphic support.
  • Provide event planning to assist in implementing strategic OCSD objectives.
  • Maintain and distribute status reports, plans, project decisions, trip reports and event documentation of technical and administrative information.
  • Develop briefs, agendas, read ahead information, manage invitation and response lists, and conduct the briefings.
  • Prepare and issue papers that respond to or build the case for increasingly joint solutions to Strategic Planning and Logistic challenges


Qualifications:
  • US Citizenship Required
  • Active Top Secret Clearance with Sensitive Compartmented Information (TS/SCI) access
  • Master's degree with a minimum of 4 years' experience

or
  • Bachelor's degree with a minimum of 8 years' experience
  • Qualified experience equates to recent and relevant operational or logistics experience in one or more of the following areas: Joint Staff, Joint Task Force (JTF), or Service component command experience in planning or managing logistics support to military forces in overseas military operations or joint exercises, experience in military operations planning in a joint or Service component environment to shape, develop, draft or review operational orders, plans, annexes, and appendices that integrate logistics support.
    • Experience in, or working closely with, one of the following Joint Staff Directorates: (J-3) Operations; (J-5) Plans; (J-4) Logistics; (J-7) Force Development; or (J-2) Intelligence, or OSD or military Service equivalent organizations.
    • Experience in five or more of the following operational areas: Knowledge of Logistics operations (that may include transportation, movement, deployment, engineering, petroleum, munitions, maintenance, supply, medical, sealift, sustainment, salvage).
    • Demonstrated ability and experience in conducting rotational training events on Joint doctrine combat operations, equipment and staff.
    • Demonstrated knowledge and experience with Universal Joint Task List, Joint Mission Essential Task Lists and MTP.
    • Knowledge and experience in Doctrine for apportionment, allocation, and employment. Experience in C4I systems and interfaces, including data and control. Knowledge and experience with combat systems support training. Knowledge and experience with communications and information systems training. Knowledge and experience in emerging doctrine and tactics, techniques and procedures associated with Counterinsurgency operations and Irregular Warfare.
  • Strong interpersonal skills and ability to interact with senior staff officers.
  • Proficient in oral and written communications.
