Job Summary

Serves as the primary communications contact for Houston Community College (HCC) community and field officers needing assistance and/or information. Receives, evaluates, and disseminates security information. Maintains accurate and up to date police and security report files, including the handling of highly sensitive and confidential information. This position is licensed and regulated by the Texas Commission on Law Enforcement (TCOLE) and the Texas Department of Public Safety (DPS).

The Houston Community College Police Dispatch center operates 24-hours, 7 days a week. Individuals hired for this position are required to work any assigned shift including weekends, days, evenings, nights, and holidays. This position also involves working extended workdays outside of regular working hours and on-call status.

ESSENTIAL FUNCTIONS

Serve as primary contact for the HCC community needing police/security assistance via multi-modal communications, radio, telephone, e-mail, and electronic record management systems.

Coordinate with other agencies for emergency response to college facilities, 24 hours a day, seven (7) days per week.

Receive, evaluate and send appropriate, timely police/security assistance on emergency and non-emergency calls received from the college community.

Maintain 24-hour system-wide capability to coordinate notifications and communications needed in event of emergencies or disruptions of facility operations via a multi-modal mass-notification systems relaying prompt/accurate emergency information to students and staff.

Receive, evaluate, and disseminate information received via the Texas Law Enforcement Telecommunications System, The National Crime Information Center, the Texas Crime Information Center, and local Criminal Justice/Law Enforcement databases in and accurate and timely manner.

Serve as primary contact via police communications network for field officers needing assistance and information during both routine and emergency situations.

Maintain accurate and up to date police and security report files, including the handling of highly sensitive and confidential information.

Maintain a computerized active daily duty record reflecting officer and duty location assignment.

Accurate, timely entry of Real Time data into the automated police dispatch system.

Assist with various telecommunications center staff and administrative related issues/concerns.

May resolve or advise solutions for a variety of situations/problems in the absence of supervisor.

Assist to ensure all calls for service are promptly and efficiently handled by communications personnel and are transmitted or transferred to the appropriate personnel according to current policies and procedures.

Assist to coordinate telecommunications center staff work schedules to ensure all shifts are adequately covered.

Complete special projects as assigned, (i.e., researching training opportunities and developing related polices, and procedures).

Attend monthly meetings, collaborate with department managers to resolve telecommunications related issues/concerns.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

• High school diploma/GED required

• Associate's degree preferred

• 3 years higher education campus police dispatch or 4 years police dispatch experience required

Licensing & Certification

• Valid Texas Driver License

• Intermediate Texas Commission on Law Enforcement (TCOLE) Telecommunications Operator License required

• Advanced Texas Commission on Law Enforcement (TCOLE) Telecommunications Operator License preferred

• *Current TLETS, NLETS, TCIC/NCIC dispatch certifications required

* Applicants not currently certified are required to successfully complete TLETS, NLETS, TCIC/NCIC certification training courses with 6 months of employment.

*Applicants not currently certified as a Field Training Officer are required to complete training within 12 months of employment.

Working Conditions

General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.

Per HCC Policy C: 4.7 Drug and Alcohol Free Workplace, a drug and/or alcohol test is required if a conditional job offer is made.

This position requires the satisfactory completion of a detailed work history and criminal background investigation by law enforcement to determine the applicant's ability to meet minimum Texas DPS and TCOLE qualifications regarding police telecommunications employment.

Applicant must pass a complete criminal history and background check and have no convictions for any felony offense. Applicant must not have been convicted of any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last 10 years, and must not have received probation or court-ordered community supervision for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order. Applicant must not be currently charged with any criminal offense for which convictions would be a bar to licensure.
