Duties

The successful candidate will perform the full range of Senior Physical Security Inspector duties.

Such duties include but are not limited to:

1. Serving as a senior headquarters-based inspector for the physical security of operating power reactors and fuel cycle facilities. Leads, plans, conducts, reports, and integrates findings associated with physical security inspections in accordance with the NRC Inspection Manual.

2. Functioning as an expert for issues involving the oversight and assessment of the Baseline Inspection Program (BIP) and physical security programs, relating to the security of operating commercial power reactors and fuel cycle facilities.

3. Implementing policies and procedures for the BIP and advises the Branch Chief and other NRC management on the need for new or revised security and safeguards policies, procedures and inspection program activities.

4. Providing technical support to security and safeguards licensing and inspection programs for NRC headquarters staff and NRC regional offices. Assesses the need for regulatory changes to ensure consistency with NRC policies and inspection for protecting public health, safety, and the environment and ensuring the common defense and security; to reduce unnecessary regulatory burden, and to improve efficiency and effectiveness.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of physical protection systems, processes, techniques, equipment, small arms weapons, explosive devices, and procedures.

(Describe your specific knowledge of physical protection systems such as intrusion detection systems, alarm assessment systems, access control systems, vehicle barrier systems, small arms weapons and explosive devices. Describe your specific experience in applying your knowledge of these systems, processes, weapons, and devices based on their capabilities and weaknesses.)

2. Demonstrated ability to perform field and program assessments of plant security systems/processes to evaluate their effectiveness and to identify potential vulnerabilities in protecting against the design basis threat.

(Describe your specific knowledge and experience conducting vulnerability assessments of established security systems and processes at sensitive facilities such as nuclear power plants. Describe your specific knowledge and experience in conducting integrated assessments of response force capabilities, defensive strategies, weapons capabilities, response tactics, training, and conduct of table-top drills and force-on-force exercises.)

3. Demonstrated ability to perform a wide range of regulatory-related functions, such as significance determination, enforcement, allegation review, etc., while applying an understanding of nuclear power plant significance or risk. Safety and risk significance of the underlying issues and depth/complexity of the application of the regulatory function are of particular emphasis.

4. Demonstrated ability in oral and written communications. Emphasis is placed upon specific examples that highlight the importance, level of challenge, and extent of interest in the communication including external parties, ability to work within a team including encouraging/gaining consensus on technically complex issues in a diplomatic manner, ability to provide effective formal briefings and presentations, and experience with a wide range of audiences such as peers, management, outside organizations, public officials, and the public itself on high profile issues.

5. Demonstrated ability to work independently and with self-initiative in providing 1) leadership for others (guidance to ensure appropriate focus/scope of activities, guidance in the correct resolution of difficult or complex problems, or coordination of complex projects); 2) contributing to the professional development of others; AND 3) compelling process and organizational effectiveness improvement in one's own organization. Emphasis is placed on specific examples that demonstrate the level of challenge and complexity, the resulting value added/outcomes, and the applicant's own personal contribution to these efforts.

SPECIALIZED EXPERIENCE is defined as: expert knowledge, training, and experience in safeguards and security principles and practices. Demonstrated ability and current experience in analyzing complex nuclear security operations to determine their technical feasibility or vulnerability, and ability to judge adequacy of protective measures and/or defensive strategies.

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis.
