This position supports the Department of Veterans Affairs (VA), specifically within the Veterans Health Administration's Office of Healthcare Transformation. The role requires a proactive and analytical individual capable of managing high-priority and complex initiatives in a dynamic environment. The ideal candidate will have prior cybersecurity experience participating in Red Team operations.

Clearance Requirements
Candidates must possess or be able to obtain a government security clearance. Details of the required level of clearance will be specified upon selection.
Essential Roles and Responsibilities
- Project Management and Coordination: Lead and coordinate the planning, scoping, and implementation of emergent healthcare programs. Engage with key stakeholders to gather requirements and ensure alignment with strategic objectives.
- Strategic Planning and Analysis: Develop and implement strategic plans that support the transformation and innovation of healthcare services. Conduct analyses to forecast needs and evaluate the effectiveness of ongoing programs.
- Stakeholder Engagement: Successfully interact with senior leadership and other key stakeholders to secure buy-in and facilitate the strategic alignment of projects. This includes preparing and presenting briefings and progress reports.
- Change Management: Implement change management processes to ensure smooth transition and adoption of new processes and technologies within the organization.
- Documentation and Compliance: Ensure all program documentation is compliant with VA policies and regulations. This includes the development of project scoping documents and the maintenance of project files.
- Red Team and PenTesting: Have prior experience participating and leading Red Teams in cybersecurity environments.
Qualifications
Education
- Bachelor's degree in Cybersecurity, Business Administration, Computer Science or related field is required. A Master's degree in a relevant field is preferred.
Experience
- At least 8 years of experience in program analysis, project management, or a related field, with a strong preference for experience in healthcare settings, particularly within federal agencies such as the VA.
- Prior experience leading Cybersecurity Red Teams, experience in IT and cybersecurity.
Skills
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Proven ability to manage complex projects and multitask effectively.
- Proficient in Microsoft Office Suite and project management software.
- Ability to lead Red Team groups and and oversee all aspects of Red Team operations.
Certifications
- Project Management Professional (PMP) is required.
- Red Team Certs like CEH, OSCP, GIAC, GPEN highly desired.
Other Requirements:
- Must demonstrate flexibility and the ability to adapt to changing organizational needs.
- Commitment to ethical standards and compliance with internal and federal regulations is mandatory.
- Ability to handle sensitive information with integrity and confidentiality.
