Summary

This position is located in the Veterans Benefits Administration (VBA), Office of Performance Analysis and Integrity (PA&I), which is organizationally aligned under the VBA, Chief of Staff. PA&I develops and maintains VBA's Enterprise Data Warehouse, publishes authoritative operating performance reports, adhoc data reports, data mines, and provides statistical evaluations of VBA activities to gain insight into the workload and operations that support VBA missions.

Duties

The incumbent will serve as a Senior Program Analyst who reports to the Director or an Assistant Director of PA&I. The primary responsibility is to ensure appropriate, accurate, and efficient acquisition, evaluation, and maintenance of VBA data and the systems that collect them.

Specific duties include:
  • Extract Transfer and Load (ETL)Ensures that VBA business line systems and processes can effectively and accurately extract and transfer data from an enterprise scale data warehouse (VBA's Enterprise Data Warehouse).
  • Process lmprovement-Performs needs analyses, identifies opportunities for new or improved business process solutions, documents customer requirements for business intelligence tools and recommends solutions to VBA leadership that will lead to improved service to Veterans and their families.
  • Assist in planning, coordination, and implementation of data marts and data architecture solutions supporting the Enterprise Data Warehouse Database internal and external partners.
  • Architecting data warehousing reporting solutions from conception to delivery consisting of analysis, high level design, data modeling, ETL development, user interface development, integration and implementation using the appropriate tools, identify flaws and weaknesses in the composition and design of the database structures, queries and application code and web-based software.
  • Evaluates work products including coding artifacts from EDW support contractors. Evaluates and reports on delivered contractor service work for VBA's Enterprise Data Warehouse and Bl reporting support systems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/03/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience described below:

GS-14 Grade Level:

  • Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience as a Senior Extract Transform Load (ETL) Developer involves demonstrating a proficiency using Informatica PowerCenter to develop mappings, Workflow Manger to create tasks and workflows, and Workflow Monitor to monitor the workflows. Examples include, but are not limited to:

    • Understanding dimensional modeling and star schemas to include, collecting and documenting requirements from business users, designing dimension and fact tables, developing ETL processes, and supporting front end reports.
    • Practical knowledge in Oracle Database and Informatica ETL performance tuning approaches in Data Warehouse Environments.
    • Building BI solutions in OBIEE, PowerBI, C Sharp or Apex.
  • Education Substitution: There is no education substitution at this grade level.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
