GENERAL SUMMARY:
The primary functions of this position are to manage all aspects of program budgeting, forecasting, financial analysis, financial reporting, project/program controls, and active/new bid pricing support.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Provide program finance support for portfolio of programs ranging from project control to portfolio analysis.
• Development and maintenance of programmatic ETC/EAC and ownership of financial CDRLs and other recurring deliverables.
• Portfolio level reporting and other program finance related activities as needed.
• Manage program financials and establish program controls to ensure operational effectiveness.
• Partner with program managers to regularly brief/educate them on their respective financial performance.
• Ensure reviews of contract awards and modifications are performed timely and tracked cumulatively.
• Assess program funding levels on an ongoing basis and identify compliance with limitation of funds notifications or other at-risk actions.
• Provide program inputs/accruals for month-end close.
• Work with Subcontracts/Procurement to maintain financial aspects of Subcontractor/Vendor relationships.
• Establish financial reporting methodologies & processes to incorporate project/program level financials into the corporate outlook.
• Collaborate with internal customers (Finance, Operations & Business Development) to create appropriate assumptions during the budgeting and forecasting process.
• Develop a strong understanding of the company's contracts and the defense contracting industry, to provide in-depth forecasting models.
• Communicate and present budget & forecast updates as well as ad hoc analysis to leadership.
• Identify and implement efficiencies in the budgeting & forecasting process.
• Provide detailed budget and forecasting variance analysis to the leadership of the organization.
• Assist with the development and implementation of new procedures and features to enhance the workflow of the department.
• Partner with Pricing Leadership in proposal activity.
• Assist the capture and program teams with Basis of Estimate (BOE) development as required.
• Possess strong business acumen and have a strong understanding of all cost elements.
• Understand Mission Essential business financial structures and direct and indirect cost elements.
• Be an expert with all contract types, including firm fixed price, time and materials (T&M), cost-plus, and ID/IQ contracting, as well as their applicability and limitations.
• Perform peer reviews as needed.
• Other duties as assigned.

• Employee must be able to work in fast-paced, complex current operations environment.
• Employee must be willing to work in a deadline driven environment, which may require extended hours to ensure completion of assigned tasks.
• Employee is required to communicate and work effectively with other employees; employee must possess public speaking and presentation skills.
ADDITIONAL REQUIREMENTS:
• Employee will be required to sit for long periods of time and complete tasks using a computer.
• Employee is expected to report at minimum one day a week on site in Fairfax, VA or as required.
REQUIREMENTS
Minimum Qualifications
• Bachelor's degree in Finance, Accounting or related field with minimum of 5-7 years program finance experience.
• Solid understanding of US Government contracting.
• Proficiency in MS Office applications (Word, Excel, PowerPoint, etc.).

• Project Control, Program Finance, and Pricing experience
• COGNOS, COSTPOINT and DELTEK Experience
• Experience across the entire spectrum of USG contract types as well as commercial pricing experience
