Position Overview

This position is responsible for the oversight, development, and management of short and long-range facilities planning activities for the UNT System and the three independent university institutions. This includes working with in-house stakeholders and outside consultants related to planning projects or producing data-driven analysis.

The Senior Project Planner will utilize specialized knowledge and skills in performing varied and sometimes complicated capital planning efforts. This includes working with outside consultants related to major campus planning issues such as master plans or developing or overseeing the initial scoping, budgeting, and other related project development needs for capital renovations or new construction projects. A high degree of accuracy and attention to detail is required. A thorough understanding of the entire project planning, design, and construction process is required. This position is part of a Planning and Development team that is involved in a wide range of project type and initiatives requiring a very nimble mindset. Team members are expected to develop into subject matter experts, serving to identify and mitigate risk as it relates to the delivery of capital projects.

An employee in this class operates with a high level of initiative and judgement and is responsible for a variety of critical and complex decisions and planning services. Instructions received are usually general and minimal. This owner's representative position serves as a leader for all aspects of capital project planning, driving project success through team engagement, superior communication skills, and customer service. This planner will work under limited supervision and reports to the Director, Facilities Planning & Development.

Minimum Qualifications

Bachelor's degree in related field and eight (8) years of progressively responsible experience in facilities design and construction; or any equivalent combination of experience, education or training.

Knowledge, Skills and Abilities

* Strong management, leadership, and organizational skills
* Demonstrated ability to communicate effectively, orally and in writing
* Demonstrated ability to establish strong working relationships
* Strong project management skills with knowledge of planning, programming, facility management principles, and practices in a higher education setting
* Expertise in the analysis and development of planning and programming projects on a university campus
* Ability to handle management of multiple projects simultaneously
* Skilled in Microsoft Office Suite and Adobe Acrobat
* Knowledge of construction types, delivery methods, and the advantages of each in an educational setting
* Working knowledge of space analysis, building systems and site design as they relate to a planning project
* Knowledge of Texas Higher Education Coordinating Board and local building codes relating to construction or renovation projects
* Knowledge of safety and security precautions appropriate to work performed

Preferred Qualifications

• Master's degree, preferably in planning, architecture, or closely related field.
• State of Texas professional license or ability to transfer within 6 months.
• Experience in higher education.
• Knowledge of Texas Higher Education Coordinating Board requirements.
• Experience related to university campus planning, design, and construction.
• Experience managing the planning process for major projects valued at $25M or greater.
• Knowledge of sustainability practices.
• Skilled in AutoCAD/Revit, Sketch-up, Adobe Suite including Photoshop and/or Illustrator.
• Experience working with IDIQ (Indefinite Delivery of Indefinite Quantity) contracts for professional services.
• Experience working with project management software.
• Active membership in a relevant professional organization.
• Owner's representative experience.

Required License/Registration/Certifications

Job Duties:
  • Works with public officials and outside consultants as well as internal and external committees on complex and sensitive planning issues and projects.
  • Works cooperatively and collaboratively with both intradepartmental groups and with campus facilities organizations.
  • Works closely with senior leadership to ensure campus master plans and capital improvement plans support the long-range goals and strategic vision of the component institution.
  • Leads or oversees all aspects of campus planning, including but not limited to: master plans, specific area plans, land use studies, space analysis and projections, impact analysis, public/private development, and demographic and economic studies.
  • Leads or oversees the development of short and long-range plans and programs for campus improvements and development.
  • Supports, manages, or develops a wide variety of planning efforts (real estate, pre-programming, planning & space)
  • Collects, develops, and analyzes data for long-term campus growth requirements and reports on findings.
  • Ensures proposed capital projects comply with the University's campus master plan.
  • Develops clear and concise reports and presentations for public forums. Presents information as needed at public forums.
  • Coordinates, supervises, and reviews work of consultants engaged to serve UNT System in the development of short and long-range university facilities and campus planning projects.
  • Ensures effective communication among internal and external project committee members, including stakeholders, and is committed to customer service excellence.
  • Actively participates in the selection and recommendation process for professional service providers.
  • Negotiates proposals and reviews associated contracts with professional service providers.
  • Performs other job-related duties as required.
