This position is located at the DMV Headquarters in Sacramento.

DMV's Information Systems Division is seeking a talented and dynamic Information Technology (IT) Project Manager (PM) to join our Senior PM Unit to deliver strategic IT projects that benefit Californians. Under direction of the IT Manager I, the IT Specialist II serves as a Senior IT Project Manager responsible for the successful completion of large- to mega-sized IT projects, including monitoring project progress via DMV's enterprise PPM tool. The incumbent leads all phases of the project and software development life cycles in accordance with the DMV's Project and Portfolio Management Methodology, the California Project Management Framework (CA-PMF), and the Project Management Institute's Project Management Body of Knowledge (PMBOK) Guide. The incumbent provides verbal and written communications to promote a common level of understanding of the project status and provide the appropriate level of information sharing to various stakeholder groups. The incumbent may manage multiple IT projects with tight timelines concurrently.

Additionally, the incumbent provides IT consultation to the business community to support programs; coordinates and consults with users, administrators, and engineers to identify business and technical requirements for proposed system modifications; and provides recommendations to executive management. The incumbent provides lead direction and mentoring to business managers, other project managers, or coordinators regarding the PMO's processes, procedures, and required documentation.

The incumbent will perform duties related to the following domains: Business Technology Management, IT Project Management, and Client Services, including, but not limited to, Business Analysis and Performance Management, Portfolio Management, Communications Management, Human Resources Management, Release Management, Time/Schedule Management, and IT Training.

Working Conditions

Telework available. Telework requires California residency.

Works in an office setting in artificial light and temperature control. Sits in a cubicle, primarily sedentary for extended periods of time. Operates a personal computer, telephone, fax machine, copier and other office equipment. Incumbent gives presentations and participates in meetings, conferences and workshops. Communicates with internal and external customers via e-mail, telephone or in person. Attends meetings on HQ campus and off campus.

This position position may be required to occasionally report to the designated office location in DMV headquarters at 2415 First Avenue, Sacramento, California, 95818 . Telework requires California residency. Travel expenses related to reporting to designated office is employee's own responsibility and is not eligible for reimbursement.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • A minimum of five (5) years of experience in project management, demonstrating a successful track record in planning, executing, and leading significant IT projects.
  • Two (2) or more years of experience managing IT projects using Agile development methodologies focusing on iterative and incremental development.
  • Two (2) or more years of experience managing enterprise-wide implementation of technology solutions including custom development, Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS).
  • A bachelor's degree in computer science, Management Information Systems, systems engineering, or related field from an accredited college or university.
  • Project Management Professional (PMP), Disciplined Agile Scrum Master (DASM), or Agile Certified Practitioner (PMI-ACP) certification(s) from the Project Management Institute and/or Certified Scrum Master (CSM) or Scaled Agile Framework (SAFe) certification from Scrum Alliance.
  • Strong experience in managing project timelines, budgets, and resources, ensuring projects meet their objectives.
  • Exceptional communication, interpersonal skills, and ability to create strong partnerships in a collaborative environment with stakeholders across the organization.
  • Skilled in risk management, problem-solving, and adapting to project changes or challenges promptly.
  • Experience in procurement, vendor, and contract management; schedule and cost control; resource management; business technology; and customer relations management.
  • Excellent stakeholder expectation and conflict management skills.
