PURPOSE:
The Senior Public Policy Analyst monitors, evaluates, and provides recommendations on strategy and communications regarding federal and state public policy issues in support of the companys business objectives and requirements. The Analyst has key responsibility for supporting policy development on key issues, ensuring the division is positioned to communicate the specific impacts of federal and state policies to the rest of the organization, as well as identifying areas needed for influence external to the organization. The incumbent will have primary responsibility for issues related to Medicare/Medicare Advantage, prescription drugs, utilization management, and behavioral health.
ESSENTIAL FUNCTIONS:

SUPERVISORY RESPONSIBILITY:
Position does not have direct reports but is expected to assist in guiding and mentoring less experienced staff. May lead a team of matrixed resources.
QUALIFICATIONS:
Education Level: Bachelor's Degree in Political Science, Health Policy, Mathematics, Finance or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience: 5 year's experience in health care policy environment focused on policy and communication.

Salary Range: $73,224 - $145,431
Travel Requirements
Estimate Amount: 10% Occasional travel between Baltimore and DC offices.

ESSENTIAL FUNCTIONS:
The incumbents essential functions may include, but are not limited to, the following:
- Serving as an internal resource to Public Policy, Government Affairs, Government Programs, Mandates and all other areas of CareFirst on policy and regulation as assigned.
- Providing internal education and policy briefings on government action and policy trends to assist in business decisions across the company.
- Conducting legislative, regulatory, and policy research and analysis.
- Developing external communications and written materials to communicate CareFirsts policy perspective (e.g., talkers, fact sheets, public comments, blog post).
- Providing guidance on external messaging to government and stakeholders on CareFirst initiatives.
- Supporting internal policy development on key issues to position CareFirst as a thought leader.
- Serving as policy subject matter expert in support of implementation of key legislative and regulatory mandates as assigned.
- Monitoring and participating in legislative, regulatory, and stakeholder bodies and workgroups.
- Participating in external work groups created by AHIP, the Blue Cross and Blue Shield Association (BCBSA), the Association for Behavioral Health and Wellness (ABHW), and others as needed.
- In support and at the direction of the Public Policy and Government Affairs team developing research for use in drafting position papers, written and verbal testimony for presentation before legislative and regulatory bodies, correspondence, and other responses for public policy and governmental affairs purposes; and conducting specific research leading to the development of corporate positions.

- Understanding of insurance products and regulatory environment.
- Proven analytical and problem-solving skills to evaluate business processes and recommend effective solutions.
- Experience in project management, business process analysis, workflow, and task analysis.
- Analytical skills and understanding of where to find information germane to mandates.
- Written and oral communications skills.
- Ability to work with all levels within the organization and to build highly cooperative and productive relationships.
- Ability to coordinate multiple public policy activities within a dynamic environment.
- Ability to communicate to diverse audiences through a variety of methods.

- PC skills, including Microsoft Excel, PowerPoint, and Word.
