The Amusement Ride and Tramway (ART) Unit is responsible for inspecting and enforcing regulations governing temporary (portable) amusement rides, permanent amusement rides, and aerial passenger tramways (ski lifts) to protect the safety of riding patrons. The Amusement Ride and Tramway (ART) Unit is responsible for the following: Temporary (Portable) Amusement Rides, CA LC 7900-7919, Title 8 CCR sections 3900-3920; Permanent Amusement Rides, CA LC 7920-7932, Title 8 CCR sections 344.5-344.17 and 3195.1-3195.14; and Passenger Tramways CA LC 7340-7357, Title 8, CCR sections 343 and 3150-3191.

Under the direction of the Principal Safety Engineer, Statewide Program Manager, of the Amusement Ride and Tramway (ART) Unit, the Senior Safety Engineer (Amusement Rides) Permanent Amusement Rides (PAR) South is a supervisory professional position that supervises the work of Associate Safety Engineers (ASE ART) and office support staff. This position manages the administration and enforcement of the Permanent Amusement Ride Safety Orders. The incumbent will support the Associate Safety Engineers in conducting complex inspections, studies, evaluations, and analyses. Where appropriate, the incumbent will make determinations and provide recommendations to achieve compliance and prevent accidents, incidents, and injuries. The incumbent will provide technical expertise and knowledge in safety engineering pertinent to all aspects of amusement rides; write clear, concise, detailed, complete reports; uphold and enforce Safety Orders, Regulations, applicable laws, and appropriate DIR DOSH ART policies. The incumbent will hire, train, mentor, encourage, and discipline ASEs and admin staff. The incumbent will guide support staff and prepare documents, materials, and exhibits for meetings, seminars, conferences, and training. The incumbent will apply keenness of observation, tact, maturity, and moral turpitude to their activities, tasks, and presentations while exercising good judgment and professionalism.

Will also consider Temporary Authorization Utilization (TAU) appointments - Candidates that meet the minimum qualifications for the classification but do not currently have eligibility on an employment certification list by having taken and passed an examination may apply as a TAU. TAU appointments are limited to a duration of 9 months within a 12 consecutive month period. In order for a TAU appointment to become permanent, individuals must take and pass the related examination, and thereby become eligible from a certification list, within 9 months of TAU appointment. Individuals who successfully obtain eligibility prior to the expiration of the TAU appointment will not be required to re-compete in a competitive process for permanent appointment to that position.

The incumbent works in an air-conditioned office building with natural and artificial lighting and temperature control and in the field in varying weather environments such as extreme heat and extreme cold, working at height and navigating various terrain obstacles, including wet, icy, and other slippery surfaces. The incumbent also works in the field and will be required to climb structures to access areas for inspection. Must be able to climb ladders, stairs, ramps, and structures. Participating in work that requires aerial work platforms, scissor lifts, or other similar equipment needed for access will be required. Must be able to navigate confined areas, crawl spaces, and other areas such as tubes, pits, passages, and shafts. May be required to travel out of state to attend/participate in work-related meetings, training, or other functions. In addition, the incumbent works in close proximity to others using the computer and telephone for extended periods and interacting with co-workers, owners, operators, members of the public, attorneys, engineers, manufacturers, suppliers, and other industry professionals.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Possession of a current, valid CA QSI Certification - CA Title 8 344.10(a) Ca LC 7921(c).

  • Knowledge of: General engineering principles and methods as well as those specifically applicable to permanent amusement ride safety engineering; principles and practices of safety engineering; operations, methods, equipment, and safety devices primarily applicable to the permanent amusement ride industry; safety orders of the Division of Occupational Safety and Health applicable to the permanent amusement ride discipline; applicable provisions of the Labor Code; accident prevention techniques; sources of information on accident prevention work; consultation techniques; and how to develop and present evidence in legal hearings. The purposes, organization, and activities of the Division of Occupational Safety and Health; labor laws and compensation laws as applied to the work of the Division of Occupational Safety and Health; industrial health hazards; principles of effective supervision and training; understanding of and effectiveness in carrying out State and departmental equal employment opportunity and affirmative action policies; the Department's Affirmative Action Program objectives; and a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
  • Ability to: Do difficult safety investigation work; detect unsafe conditions and practices; promote and conduct safety campaigns; assist in the preparation and revision of safety orders; interpret and apply the safety orders of the Division of Occupational Safety and Health and applicable provisions of the Labor Code; learn the basic principles and techniques of safety engineering in related Occupational Safety and Health disciplines; analyze situations accurately and adopt an effective course of action; address groups; communicate effectively; prepare reports and dictate correspondence; and present evidence and act as the Division representative in legal hearings. Consult on complex and sensitive safety engineering problems with labor, management, and public groups; conduct meetings and coordinate with other State and Federal agencies; direct the work of staff; apply the policies of the Department of Industrial Relations and the Division to which assigned; and effectively contribute to the Department's affirmative action objectives.
