Our long-term client relationship with NASA has led to a need for a Senior Subcontract Administrator.

This is a temporary role with the duration of 20 weeks

The Senior Subcontract Administrator will:
  • Award, fully document and administer requirements for commercial and non-commercial purchase orders and subcontracts following company procedures and federal acquisition regulations ranging from the micro-purchase level and up.
  • Frequently develop subcontract models and templates for use in awarding firm fixed price, blanket purchase agreements, time and material, labor hour, and cost type subcontracts for commercial, specialized materials, fabrication, complex systems, facility modifications, and various services.
  • Analyze market trends, follow up on orders placed, verify delivery, approve payment reconciliations, maintain necessary records, and conduct subcontractor performance assessments.
  • Prepare requests for proposal packages, evaluate proposals, and conduct negotiations of pricing and other provisions.
  • Serve as a lead to train and mentor lower-level procurement personnel
  • Participate in procurement-related enterprise management systems for business processes and for monitoring supplier performance.
  • Support internal and external audit teams and agencies regarding procurement procedure compliance.
  • Develop and lead source selection teams involving supplier qualification sourcing procedures, requirements definition, development of proposal evaluation criteria, and evaluation processes.
  • Participate in the development and implementation of procurement policies and federal regulations
  • Prepare small business reports and participate in the development and tracking of small business plans and goals.
  • Take part in the initiation and subsequently perform small business outreach activities aimed at increasing small business participation.
  • Issue and administer subcontract task orders and perform data analysis and tracking associated with the subcontracts.
  • Develop and maintain metrics and other required procurement and subcontract reports.
  • Initiate, negotiate, and execute Intercompany Work Authorization (IWA) Agreements and Non-Disclosure Agreements
  • Review, edit, and approve statements of work and task specifications for thoroughness and accuracy
  • Perform other duties as required


Requisition Qualifications:

  • Typically requires a bachelor's degree in a related field and 15 years of experience
  • Must have excellent verbal and written communication skills
  • Must have previous key experience good working knowledge and a strong understanding of Federal Acquisition


Requisition Preferences:

  • Maximo application is preferred or a similar application
  • Previous procurement experience working in the NASA environment

Work Environment

Generally, an office environment can involve inside or outside work depending on the task.

Physical Requirements

Work may involve sitting or standing for extended periods (90% of the time). May require lifting and carrying up to 25 lbs. (5% of the time).

Equipment and Machines

Standard office equipment (PC, telephone, printer, etc.).

Attendance

Regular attendance following an established work schedule is critical. The ability to work outside the normal schedule and adjust the schedule to meet peak periods and surge requirements.
