Senior Technical Guidance Analyst (STGA)

Located in Germantown, MD, Project Enhancement Corporation (PEC) is a technical services business focused on providing Project Management and specialized consulting services in the areas of nuclear safety, worker safety and health, quality assurance, environment as well as materials and facilities disposition within the DOE and commercial power industry.

Employment Position: Senior Technical Guidance Analyst (STGA)
Location: Germantown, MD

Project Enhancement Corporation (PEC), and its team of consulting firms, focus on providing Project Management and specialized technical consulting services in the areas of emergency operations, nuclear incident response, nuclear safety, worker safety and health, quality assurance, environment as well as materials and facilities disposition within the DOE and commercial power industry. The team is comprised of the following firms: PEC, Centaur and MAS, each offering its own comprehensive and competitive compensation and benefits package.

This position supports the Department of Energy's (DOE) Office of Classification (OC) for DOE Office of Environment, Health, Safety and Security (EHSS) which is responsible for the classification review of all documents requested under statute or Executive Order prior to release. Contingent upon reward of contract.

Responsibilities:

  • Individual prepares classification guidance and classification/declassification policy documents in accordance with applicable laws, regulations, DOE orders, and DOE OC procedures for Restricted Data (RD), Formerly Restricted Data (FRD), National Security Information (NSI), and Unclassified Controlled Nuclear Information (UCNI) including but not limited to, in the technical areas:
    • Nuclear weapons science,
    • Nuclear weapons design,
    • Nuclear nonproliferation (proliferation detection technologies and/or safeguards programs)
    • Nuclear Intelligence/counterintelligence.
  • Determines whether information is classified or unclassified but sensitive.


Required Qualifications:

  • Individual must have a Master's Degree or equivalent in engineering or physical science from an accredited college or university.
  • Minimum of ten (10) year's total field experience in one or more of the areas listed below, five (5) years of which must be in one of the three (3) areas below (to be considered their area of expertise):
    • Nuclear weapons science,
    • Nuclear weapons design,
    • Nuclear nonproliferation (proliferation detection technologies and/or safeguards programs),
    • Nuclear Intelligence/counterintelligence.
  • It is highly desirable for the individuals to have five (5) or more years of current experience as a Derivative Classifier (DC) for Government records or in developing classification guidance.
  • Individual must be able to read and understand written English at or above academic grade 15. The Nelson Denny reading assessment (http://riverpub.com/products/ndrt/index.html or equivalent reading assessment would be accepted by the Government. The contractor must provide the written test score from the completed reading comprehension test to certify that the individual has met this requirement before being hired/accepted on the contract.
  • It is highly desirable for the individual to meet the DOE requirements to qualify as a DC at time of hire.
  • For promotion to this position, an individual on the contract must be DOE certified as a current DC.
  • All FTEs must meet DOE requirements to qualify as a DC by the end of the contract transition period. After the transition has occurred replacement individuals must qualify as DC within three (3) months of hire.
  • Ability to work independently with limited guidance.
  • Demonstrated ability to prioritize and manage multiple tasks and subject areas.
  • Ability to work Monday through Friday in office in Germantown, MD.
  • Able to travel up to 10%.
  • Ability to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access will require the qualified candidate be a U.S. citizen with an ACTIVE DOE Q security clearance or DOD TS equivalent. The candidate's written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Pre-employment and ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.
