Under the general direction of the Supervising Transportation Engineer (Sup TE) of Projects Administration Section-Southern, the Senior Transportation Engineer (Sr. TE) is responsible for overseeing the delivery of assigned projects and deliverables, coordinating third-party projects, and utility and facility relocations impacted by the California High-Speed Rail Authority (Authority) project, and management of assigned contracts in accordance with federal and State of California laws and regulations, contract provisions and the Authority's policies and procedures. The Sr. TE ensures that assigned contracts and agreements are administered and managed in accordance with the applicable policies and procedures of the California High-Speed Rail Authority (Authority), the State Contracting Manual (SCM), and the California Government Code (GC) and works with other contract administration and management staff. The Sr. TE performs difficult and complex engineering work relating to specialized projects, research studies, planning, and operations of transportation systems and provides technical oversight of consultants and project team performing work related to the development and delivery of HSR projects, and to do other related work.

Working Conditions
Part time telework, up to three days per week, is available based on the requirements of the position for California residents and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

    • Well-rounded knowledge of project development, specifications, design, construction, and maintenance techniques for engineering and construction of transportation infrastructure projects.
    • Knowledge of state contracting procedures, reviewing invoices, performance monitoring of contracts/contractors such as professional services, construction, and maintenance agreements.
    • Ability to negotiate, analyze, and prepare agreements with the consultants or other public entities.
    • Experience in design and construction procedures including design-build and other alternative delivery processes for transportation projects.
    • Excellent communication and negotiating skills, both written and oral, and the ability to work cooperatively with stakeholders, other governmental agencies, and individual citizens.
    • Ability to create and deliver presentations to project teams, coworkers, and executive management.
    • Strong knowledge and ability to perform office applications, word processing, spreadsheets, presentations, take minutes at meetings, and prepare meeting calendars.
    • Ability to analyze and develop solutions for difficult and technical problems, preferably relating to high-speed rail projects.
    • Experience managing risk identification, risk tracking, and risk mitigation.

    LOCATION
    The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer's market during summer months, and Old Sacramento.
