ABOUT THE JOB :

MCDOT seeks a Shift Supervisor Transportation Management Center for its Division of Traffic Engineering & Operations . The Department of Transportation (MCDOT) plans and implements activities which prevent and correct problems that contribute to the physical decline of county right-of-way infrastructure; ensures fair and equitable services to residents and traveling public throughout the County; and maintains existing infrastructure to ensure a safe transportation network.

WHAT YOU'LL BE DOING:

MCDOT is responsible for the County's arterial transportation network with over 300 critical miles of roadways. Operating from its Transportation Management Center (TMC), which includes traffic and transit real-time operations, MCDOT monitors and controls 1,000 traffic signal devices, 250 traffic surveillance cameras, and many Intelligent Transportation System (ITS) devices through its Advanced Transportation Management System (ATMS).

The shift supervisor position is a first level supervisor that oversees the daily work of TMC Technicians working various rotating eight-hour shifts. This person will be responsible for the daily operation of the county-wide transportation management program:
  • Includes the management of all operational, technical, and administrative aspects of the TMC.
  • The TMC is responsible for monitoring, evaluating, tracking, analyzing, and controlling the daily flow of traffic on county roadways to minimize travel times and delays while maximize safety for pedestrian, bicycle, and vehicular traffic by managing the operation of the County's Advanced Transportation Management System (ATMS).
  • ATMS consists of standard and automated information and communication, traffic controlling and monitoring technologies with devices that include traffic signals, surveillance cameras and on-site observation.
  • The staff is also responsible for monitoring the condition of the traffic signals in the county and detecting malfunctions and dispatching signal technicians who are located at the Technical Center in Rockville. They also provide real-time public information concerning traffic conditions on county roadways.

Work is performed under general supervision of the Section Chief. The shift supervisor works independently with full technical responsibility for daily operational strategies and decisions, resolving problems, coordinating work with others and interpreting policy within the parameters of established goals and principles. The employee regularly encounters unusual and non-standard situations (i.e., travel delays, traffic incidents) which require the application of ingenuity and independent judgment to modify and adapt standard technical procedures and practices.

The shift supervisor will serve as communication liaison for DOT (for special events, weather events, and incidents) and the liaison with the police, fire & rescue, emergency management and other regional agencies. This person will coordinate and interact with the County's transit system co-located in the TMC.

Work environment involves occasional work outside when conducting field investigations and occasional risks when working within close proximity to operating equipment, moving highway traffic or incident scenes.

ADDITIONAL INFORMATION :

The position requires work schedule flexibility and may require occasional after-hours and overtime work. The incumbent must be accessible after hours if immediate system support is needed. This job requires the employee to travel to various job sites on a regular basis.

This position REQUIRES the possession of a valid Class "C" (or equivalent) driver's license and the ability to drive a county vehicle to visit sites for fieldwork such as investigations and surveillance, and construction projects.

The individual selected for this position will be considered an Essential Employee and overtime work will be required. Essential employees must report to work during a period of general emergency or liberal leave .

This position will be assigned to work at the Public Safety Communication Center (PSCC) and will require a criminal record check/background investigation.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

Experience : Seven (7) years' experience in the field of transportation performing work related to technical engineering, three (3) years of which must have been in the areas of traffic signal design, construction, and maintenance of operations.

Education : Possession of an Associate of Arts Degree from an accredited college or university in an applicable technical field (i.e., engineering, computer information systems).

Equivalency : An equivalent combination of education and experience may be substituted.

License : Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preferred Criteria

There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified", placed on the eligible list, and may be considered for an interview.
