Skilled Laborer - Highway

The Dane County Highway and Transportation Department is recruiting for several full-time (1.0 FTE) Skilled Laborer - Highway positions.

The eligibility list created from this recruitment may be used to fill future vacancies over the next six (6) months.

DEFINITION

Under direction, as a principal assignment, to operate heavy motorized equipment to be used in the construction and maintenance of streets, roads, highways, bridges, and drains and perform other related work.

EXAMPLES OF DUTIES

Operates heavy motorized equipment including motor graders, large capacity loaders, backhoes, large road rollers, large snow plows, large trucks, tractors, cranes, oil distributors, crawler shovels, chip spreaders and other similar equipment of comparable size and complexity; makes excavations, digs ditches, cuts road grades, rolls asphalt for street and road construction or repair; hauls dirt, gravel, rock, sand or other materials used on construction or repair jobs; plows snow and applies ice control materials; sees that equipment is serviced properly with gas, oil, water, and lubricants; may perform minor repairs and sees that maintenance and major repairs are performed; performs or assists with manual work in maintenance or construction and repair, including the repair of cracked or broken pavement, broken or missing guard rails, bridge repair, cutting brush, trimming or cutting down trees and shoveling ice and snow off bridges and out of culverts and drains.

Education, Training and Experience:

Must be able to read and write at the tenth-grade level and have one year of relevant experience in the repair and maintenance of roads (e.g., repairing potholes, snow plowing) or two years' experience in a construction or maintenance-related field (e.g., applicants would have experience in building construction, landscaping, farm operation, park maintenance or railroads). Must have six months of experience operating loaders or equivalent equipment operation. Preferred experience includes substantial emphasis on operating heavy earth moving and construction equipment such as motor graders, bulldozers, scrapers, skid steers, and backhoes. Applicants who have participated and completed a County sponsored internship program will have met the minimums of this position.

Special Requirements:

Must possess a valid Class "B" commercial driver's license at time of application and a Class "A" commercial driver's license with air brake and tanker endorsement within six months of appointment. Everyone who has a commercial driver's license ("CDL") must be registered in the US Department of Transportation's Drug & Alcohol Clearinghouse. Registration is available at . Applicants must pass drug/alcohol testing after a conditional offer of employment has been made. Candidates who reach the final selection stage will be subject to a thorough driving record background check. Must be available to work nights, holidays and weekends (during summer hours this includes Fridays) for emergencies. Must be able to lift up to fifty (50) pounds unassisted and heavier loads with assistance.

Physical and Environmental Work Requirements:

Must be able to hear and see within normal ranges with or without corrective appliances. Must be able to lift 50 lbs., sometimes above the shoulder, unassisted, (approximately 10 to 20 times a day) and heavier loads with assistance. Must be able to work and drive day and evening hours. Must be able to get in and out of vehicles and other motorized equipment. Must be able to perform heavy labor work requiring bending, climbing, grasping, pulling, reaching, squatting and twisting. Must be able to bend over and grasp objects on the ground or floor, (seldom to repeatedly in a day) either in a repair shop setting or in the field. Must be able to operate 60# hammer, (seldom periods of time to extended periods of time) that may include all day long, or for a week. Outside work in all weather conditions, which can be noisy and the work can be dirty. Must be available nights, holidays and weekends during snow and other emergencies. Ninety percent working outside in various weather conditions and 10% inside. Safety shoes are required to be worn at all times, plus eye, ear and gloves protections are to be used when the job dictates it.

Knowledge of traffic and safety regulations as they apply to heavy motorized construction and maintenance equipment; knowledge of proper traffic control procedures and signing; knowledge of the methods, materials and equipment used in the construction, maintenance and repair of asphalt, concrete and gravel roads, highway and related surfaces; knowledge of the repair and maintenance of culverts, bridges and other drainage structures; knowledge of safe working and driving procedures; knowledge of procedures for hot/cold asphalt patching of roadways and bridges; knowledge of vegetation maintenance procedures; skill in the operation of heavy equipment for work such as cutting grade; skill in the operation of motor grader, track loader, backhoe, concrete saw, large truck, shouldering machine, paint truck, crane, oil distributor, excavator, chip spreader, and other similar equipment of comparable size and complexity; skill in the use of common hand tools such as shovels, axes, saws, hammers, pliers, and wrenches; ability to service and to make minor repairs and adjustments to equipment; ability to operate truck over 35,500 GVW with snow and ice control attachments, front end loaders, road rollers, tractors, lawn mowers, chain saws, air hammers, drills, and other motorized equipment; ability to operate 60# hammer, (seldom periods of time to extended periods of time) that may include all day long, or for a week moving earth, grading and rolling road surfaces; ability to read plans and construct off of plans; ability to make math calculations; ability to judge distance and read maps; ability to perform minor mechanical repairs and routine preventive maintenance on engines and equipment; ability to do heavy manual work; ability to construct small structures; ability to be innovative and work without close supervision; ability to tactfully and courteously communicate (orally and written) with the public and co-workers; ability to work effectively and cooperatively with others; ability to read and write.
