•Conducts Small Purchase Charge Card (SPCC) audits daily, monthly, and annually.
•Provides assistance and training to cardholders.
•Manages the SPCC Program and processes new card requests and deactivations.
•Processes requests for exception/restriction lifts, late payments and limit increases.
•Purchases goods and/or services and enter purchase requisitions in eVA as needed.
•Ensures that all procurements are done in accordance with the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), VITA Buy-IT Manual, and Department policies and procedures.
•Reviews and edits assigned eVA purchase requisitions.
•Processes all purchases against contracts through eVA.
•Approves eVA purchase requisitions within delegated authority.
•Ensures appropriate back-up documentation is attached to electronic purchase order (PO) file (vendor quotes, proprietary justifications, sole source approvals, Quick Quote bid tab, vendor Certification of Insurance, mandatory source release forms).
•Ensures set-aside requirements utilizing Department of Small Business and Supplier Diversity (DSBSD) certified Micro and Small Businesses. The file must be documented if the procurement is exempted or there are no Micro or Small businesses.
•Makes corrections to eVA requisitions that are not in compliance with state purchasing rules and regulations or deny requisition. If requisition is denied, include reason for rejection in the comments box on the eVA requisition.
•Follows up with vendors as necessary to ensure timely delivery of ordered or contracted supplies, equipment, and services to minimize disruption to operations.

Minimum Qualifications

•Considerable knowledge of performing Small Purchase Charge Card Program (SPCC) Administrator duties. •Considerable knowledge of Commonwealth Accounting Policies and Procedures (CAPP) Manual and state procurement policies for the purchase of goods and
services in accordance with the Agency Procurement and Surplus Property Manual (APSPM) and Information Technology goods and services in accordance with the Virginia Information Technology Agency (VITA) Buy-IT Manual.
•Working knowledge in performing various SPCC Program Administrator activities to include requesting new SPCC's; in deactivating SPCC's; in processing exception, processing restriction lifts; in obtaining approvals for late payments; in completing required SPCC reports: in completing SPCC audits; in completing annual
requirements; and in analyzing data and developing reports.
•Skill in operating computers and using MS Office (Word, Excel, PowerPoint), other databases, and the eVA procurement system.
•Demonstrated ability to interpret and apply state procurement and SPCC regulations, policies, and procedures; to plan, organize and manage multiple projects simultaneously; to communicate effectively in English orally and in writing; to organize and maintain files and records; to work independently, managing own time and work, and as a member of a team; and to provide SPCC and Procurement guidance to Agency staff regarding the requirements of the SPCC program and procurement.
•High school graduate or equivalent.
•Experience working with the Commonwealth of Virginia Small Purchase Charge Card Program.
•Certification as a Virginia Contracting Associate (VCA) is required.
•Statement of Economic Interest is required.

Additional Considerations

•Certification(s) as a Virginia Contracting Officer (VCO), Certified Public Purchasing Officer, Certified Public Professional Buyer or Certified Purchasing Manager are preferred.
•Experience in the procurement of wide variety of goods and services within state government using eVA procurement system preferred.
