The Leidos Health Digital Modernization Portfolio is seeking a Software Developer, contingent upon contract award, to support a state Medicaid program that will assist a state government in modernizing the Medicaid Enterprise System architecture with a modular System Integration Platform (SIP) that provides flexible system integration services. The ideal candidate must be a strong developer to design, develop, configure the Grafana, Loki, and Prometheus stack of the integration platform for system health and monitoring, energetic and self-motivated, able to guide and mentor technical professionals, and with a value-driven and customer-centric mindset.

Primary Responsibilities:

• Develops system health and monitoring dashboards using Grafana, Prometheus and Loki.
• Creates system alerts using Alertmanager.
• Assists Business Analyst, and Sr Developers to prepare for requirements and design sessions with customers.
• Collaborates with DevSecOps for code versioniong, build, and release process across the development, test, and production environments.
• Address the vulnerabilities and potential security threats identified through automated security scans and penetration testing.
• Maintains software applications, including monitoring and troubleshooting issues, performing upgrades and patches, and addressing security concerns.
• Collaborates with Sr. Developers, Architects, product, test, and operations teams, to ensure that software development is integrated effectively with other processes.
• Maintains documentation related to software development, including design documents, test plans, and user manuals.

Required Qualifications:
Bachelor's Degree and 8 years of related experience (4 additional years of experience considered in lieu of degree)

• Proficiency in deploying and configuring Grafana Prometheus Community Edition, Loki, Promtail, and Alertmanager for monitoring and alerting purposes.
• Proficiency with Grafana custom dashboard development and visualization of system metrics and KPIs.
• Familiarity with implementing monitoring of service level objectives (SLOs) and service level indicators (SLIs) to validate system performance.
• Experience with software development tracking and documentation tools such as Jira, Confluence or similar.
• Experience with CI/CD tools such as Jenkins, GitHub, Azure DevOps.
• Strong knowledge of Kubernetes and Docker on Azure GovCloud for cloud deployment.
• Experience with data persistence frameworks against RDBMS such as SQL Server, PostgreSQL, and Oracle.
• Working knowledge of Visual Studio or other IDEs
• Experience with cloud environments such as Azure.
• Excellent verbal and written communications skills.

Preferred Qualifications:

• Azure Certifications such as Azure Fundamentals, or Azure Developer
• Experience or exposure to IAM solutions such as OKTA or KeyCloak.
• Proficiency maintaining Prometheus Operator Helm Charts and Terraform for managing and scaling observability infrastructure.
• Knowledge of web services protocols and standards such as REST, SOAP, JSON.
• Experience with PromQL and Loki log queries for data exploration.
• Experience with Grafana plug-in development using Go or Python
• Experience with any of source code scanning tools such as SonarQube, Veracode, Fortify, Check Marx, White Source or Black Duck.
• Experience with Medicaid Management Information System implementations.

• Knowledge of healthcare interoperability standards such as FHIR, HL7, and IHE.

Pay Range: Pay Range $101,400.00 - $183,300.00
