This is a non-technical position within the Solid Waste & Recycling Department of the Utilities Division. Performs generalized and specialized skilled work in the operation and maintenance of equipment used in solid waste landfill operations as well as basic labor duties, and scale house operations.
  • Maintains a high-level of customer service.
  • Drives a straight truck or dual-axle truck-tractor pulling compactor trailers, low-boy trailers, tankers, and roll-off trailers, within the county and central Florida.
  • Operates, fuels, maintains, lubes, cleans, and makes minor repairs to various equipment, including but not limited to: trucks, trailers, loaders, de-rimmer, forklift, mowers and other lawn equipment.
  • Performs pre and post-trip inspection on all equipment used, especially over-the-road equipment per Title 49 CRF CFR§ 392.7
  • Monitors and evaluates equipment for operability by climbing onto equipment or using ladders with hands and legs and use of vision. Reports problems to the SW Facility Supervisor and Equipment and Compliance Specialist immediately.
  • Ensure proper identification, processing and separation of special waste, hazardous waste, and recyclable materials. (Hazardous waste is defined as chemical, biological, flammable, explosive, or radioactive wastes that pose a substantial danger, immediately or over time, to human, animal, or plant life.)
  • Reports hazards or unsafe conditions to the SW Facility Supervisor or Lead Facility Attendant, or any member of management, in case of emergency, as required by Chapter 62-701, Florida Administrative Code (FAC), Florida Department of Environmental Protection (FEDP) and Southwest Florida Water Management District (SWFWMD) at any of the waste management operations and locations.
  • Renders aid to the public and businesses to assist in the proper placement of various wastes or recyclable products by oral instructions.
  • Position is responsible for the safe and efficient operation of equipment, tools and supplies used. Maintains knowledge of trends and developments in safe equipment operating procedures and techniques, reviewing literature and/or attending training, as necessary.
  • Position is required to conform to all safety requirements, including but not limited to the wearing of safety uniforms, steel toe boots, work gloves, hard hats, safety glasses, ear protection, and any other personal protection equipment (PPE) required.
  • Position is subject to call-outs and non-traditional work hours during emergencies and other contingencies. Responds to callback, overtime, and unscheduled work.
  • Cleans, repairs and maintains grounds (i.e. replacing fences and walls, mowing grass, cleaning equipment and facilities, and operates power tools, etc.
  • Required to work at all three solid waste facilities as needed.
  • Position is required to attend various classes and training.
  • Operates computer with electronic truck scales to keep daily records of solid waste and funds received while on duty and assemble reports associated with daily municipal solid waste management.
  • Operates compactors located at transfer stations by operating hydraulic equipment climbing or proper use of ladder with arms and legs, using fingers and hands, and reaching above the shoulder when necessary. Ensures the security and safety of the waste disposal facility including opening and closing the facility.
  • Keeps site free of debris as required by the FAC 62-701, and Solid Waste operating permit.
  • Tracks and maintains accurate records of all incoming and outgoing solid wastes, special wastes, and recyclables for the department
  • Provide aid in the removing and replacement of roll-off boxes within the facility.
  • Position may be asked to work within the landfill, if needed. Position is available for work in non-working face areas.
  • Direct and works with day labor as needed.
  • Responsible for the accuracy of daily fuel inventory

Emergency Response

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.

Minimum Qualifications
  • High school diploma or equivalent.
  • Two (2) years
  • of over-the-road dual-axle equipment experience
  • experience operating computers/electronic equipment
  • experience in interacting with the public
  • One (1) year of experience working with hydraulic operated equipment
Licenses, Certifications, or Registrations
  • Must possess and maintain a valid Florida CDL, Class "A" with tanker endorsements and be insurable by current insurance carrier.
  • Must be able to obtain NIMS IS-100, 200, 700 certifications within 1 year of employment.
  • Must be able to obtain Solid Waste Spotter certification within 1 year of employment.
Special Requirements
  • This position is subject to the Hepatitis B Vaccine and other vaccines as necessary.
  • This position is subject to random drug and/or alcohol testing when necessary.

Environmental Conditions
  • Work is performed primarily in an outside environment working with different types of solid waste in various forms of decomposition, enduring strong odors and working with all types of weather conditions
  • Will be exposed to heavy equipment and large truck noise, chemicals, solvents, fumes, vibrations, and poor ventilation on a constant basis.
