Under general direction and overall management of the Regional Administrator or Assistant Director, the Program Manager II (PM II), carries out a variety of supervisory functions including but not limited to supervision of personnel assigned to assist local governments in emergency preparedness efforts, manage design of projects, including their implementation, monitoring, analysis, and evaluation. Lead single-year and multiyear regional work plan development, implementation, performance monitoring, and evaluation, may participate in policy level discussions, advise regional management in budget preparation, monitoring, and analysis.

The PM II position is an in-person position and expected to work out of their designated office location.

The PM II is expected be ready to deploy for up to 2 weeks or longer within 60 minutes of notification, adhere to all safety rules, exercise good judgment, be a role model, be a wise steward of public funds, build and foster relationships across all disciplines and jurisdictions, influence, and lead change, remain calm under pressure, practice and utilize ICS, SEMS, NIMS and manage staff expectations.

The PM II must have good communication skills; effectively handle multiple tasks and changing priorities, work in an office setting with artificial light and temperature control, outdoors under changing environment conditions and weather, use sound judgment in decision-making; exercise creativity and flexibility in problem identification, solving and resolution; manage time and resources effectively; and be responsive to Cal OES management needs.

This position requires a strong level of knowledge in all phases of emergency management including Hazard Mitigation, Planning Preparedness, Prevention, Response and Recovery. The PM II may perform complex technical tasks relating to the provision of Federal and State disaster assistance within Cal OES's Response and Recovery Operations Directorates, functions in a demanding and changing environment which requires independence while effectively maintaining a routine workload and at times quickly responding to short term tasks. The PM II may be required to travel on short notice, work in the field or in a Joint Field Office (JFO), Area Field Office (AFO), Southern Region Office, State Operations Center (SOC) and provide support as necessary to meet the Department's Vision, Mission, Values, and Goals.

Residence within 50 miles (Reporting under 60 minutes) of this office is desired for this position to provide continuous support and coordination to the public safety/emergency management community of Orange County.

The Response Directorate leads the State's incident response efforts and maintains emergency management situational awareness during an incident. Responding to a disaster means addressing the short-term, direct effects of an incident or threat. Response includes immediate actions to save lives, protect property, and meet basic human needs.

The Cal OES Response Directorate addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination.

The Response Directorate reinforces local responses to incident areas by coordinating state-level government, private sector, and nongovernmental roles in support of local governments and other entities. Responses are conducted in accordance with the Standardized Emergency Management System (SEMS).

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Detailed experience in Emergency Management including but not limited to training and direct work experience in public, private, or non-profit organization(s).
  • Possessing current Emergency Management degrees, credentials or certifications from accredited colleges, universities, or organizations such as but not limited to the California Specialized Training Institute (CSTI); FEMA Emergency Management Institute (EMI); California Emergency Management Association (CESA); and/or the International Association of Emergency Managers (IAEM) etc.
  • Ability to lead effectively and establish and maintain cooperative working relationships with stakeholders, co-workers and display excellent customer service skills.
  • Experience supervising and managing staff including experience in writing performance evaluations, managing a budget, program management and public speaking, interacting with stakeholders and giving public presentations.
  • Knowledge of Southern California to include critical infrastructure, city, county, and state government and emergency proclamation process.
  • Experience working in a disaster or emergency as a first responder or in a formal operations center or command post.
  • Knowledge of and experience in emergency preparedness, planning, response, and recovery.
