Bachelor's degree plus seven years of professional experience in a local government and/or other governmental positions that intersect with local government functions, at least two of which are in a leadership or managerial capacity.
*Substitutions: Four years of professional experience or associate's degree and two years of professional experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of professional experience; Ph.D. may substitute for two years of professional experience.

PREFERRED QUALIFICATIONS:
Experience in a leadership position, elected or appointed in a local government, or in other governmental positions that intersect with local government operations.

Background in municipal planning, government accounting, economic development, and organization development.

Duties Description Reporting to the Deputy Secretary of State for Local Government, the Director of Local Government Services leads a team of professional and support staff, with a mission to provide support for local municipal governments to incentivize effective and efficient operation of their governmental systems; provide the executive information and expertise required to develop policy regarding the state and local government relationship; and develop and implement plans based on the policies established by the executive.
Duties may include, but are not limited to:
• Understand and support the Governor's and the Secretary of State's agenda(s), and articulate and implement these priorities to the work of the Division.
• Develop and maintain systems of communication and relationship building with the 1,600 principal municipal governments and their associations.
• Develop and maintain systems that assess the needs of local governments in providing effective service delivery to their constituents.
• Oversee technical assistance, training and grant making programs that meet the needs of the constituent municipalities.
• Transmit, through reporting relationships in the Department of State and executive branch policy recommendations that support the state and local relationships that promote effective service delivery at the local government level.
• Direct staff in the provision of division services to local governments
• Promote staff development, training, and supervisory systems that support a workplace environment that promotes a culture focused on positive and high performance.
• Attend regularly scheduled meetings with the Deputy Secretary of State and help with documentation and action items.
• Provide consistent, detail-oriented, professional work products delivered within established time frames.
• Attend meetings with state agencies, advocates, the legislature, and other stakeholders as needed.
• Track progress of assignments, execution of projects, and completion of deliverables.
• Other duties as assigned.
